This project is financed through the Com m unity Development Block
G ra n t P rogra m (C D B G ) w ith fu n d s o b ta in e d from th e U.S.
D epartm ent of H ousing and Urban D evelopm ent (HUD). The
contract will be subject to regulations of the Departm ents of Labor
and Housing and Urban Development. Attention is called to Federal
provisions for Equal Em ploym ent O pportunity, HUD Section 3
requirements, and the minimum wages as set forth in the contract
docum ents. The higher w age rate between the Federal and State
rates, at m inim um , shall prevail per W AC 296-127-025.
The City of Vancouver is committed to providing equal opportunities

The City of Vancouver reserves the right to cancel this invitation or
reject any and all bids subm itted or to waive any minor form alities
of this call if in the judgm ent of the City Council the best interest of
the City w ould be served.
No bidder m ay w ithdraw his/her bid after the hour set for the
opening thereof, unless the award of contract is delayed for a
period exceeding forty-five (45) days. If it is determ ined to be in
the best interest of the city, the city reserves the right to request an
extension of bid prices during the review process.

Proposals are requested from qualified Construction M anagers/
G e n e ra l C o n tra c to rs fo r s e rv ic e s fo r th e U n iv e rs ity P la ce
Redevelopm ent Project. The Housing Authority of Portland (HAP)
proposes to develop a new building in downtown Portland at the
intersection of SW 13th Avenue & Clay S treet - the current site of
th e U n iv e rs ity P la c e A p a rtm e n ts . T h e p ro g ra m in c lu d e s
a p p roxim a tely 50 units o f perm a nent sup p ortive and public
housing. Social service and property m anagem ent facilities will
be located on the ground floor. The construction is expected to be
five floors of w ood-fram ing on a single-story concrete podium.
The Housing Authority of Portland (HAP) will accept Proposals until
2:00 PM, March 3 ,2 0 0 8 at HAP’s Purchasing Department located
at 135 SW Ash S tre e t, 5th Floor, P ortla nd, O regon 97204.
Proposals should be clearly marked with the respondent's name
and address and the RFP title and number.
