The Housing Authority of the City of Tacoma ("Authority” and
“Developer") hereby requests the submission of written proposals
from prospective tax credit investment partners (“Respondents”)
to acquire 99.99% ownership interest in Salishan Five LLC, a
limited liability company (“Salishan Five" and "Company”). The
Company will be formed to own (pursuant to a lease transferring
federal tax ownership) and operate a new 90-unit multi-family
development, which is the second of three such tax credit projects
the Authority will develop between 2007 and 2009. All three
projects constitute Phase 2 of the Authority’s three phase
revitalization of its Salishan public housing community pursuant
to a HOPE VI grant from the U.S. Department of Housingand Urban
Development (“HUD”).
The Housing Authority of the City of Tacoma (“Authority") hereby
requests the submission of written proposals from prospective
lenders (“Respondents") to provide a construction loan and/or a
permanent loan to Salishan Five, LLC, a limited liability company.
The Borrower was formed to finance and lease (under long-Term
leases of land and improvements) a new 90-unit multi-family
development known as Salishan Five. The initial members of the
Borrower are expected to be the Authority, as Managing Member,
and the tax credit investor. The Project is located in Tacoma,
Washington. It is being sponsored by the Authority pursuant to a
HOPE VI grant from the U.S. Department of Housing and Urban
Development. The Project received an award of $1,246,974 of
9% Low Income Housing Tax Credits under Section 42 of the Internal
Revenue Code of 1986.
Proposals are due no later than Wednesday, February 13,2008 at
3:00 PM (local time) and must be submitted to the Authority only
via physical delivery or email. LATE PROPOSALS WILL NOT BE
CONSIDERED
This RFP is not an offer to sell, or the solicitation of an offer to buy,
any security. Investment in any Company may be made by the
investor selected by the Authority, and then, only upon negotiation
of a m utually satisfactory operating agreem ent and related
documents.

A consultant will be tasked with software development, project
software development management and detailed scoping of tasks
necessary to deliver to Metro a working software application(s) to
meet the needs identified the following three subtasks; develop
methods to produce standard socio-economic report products
(including maps, charts, tables) from MetroScope model simulation
outputs, develop application to calculate performance indicators
and metrics, including some post processing subroutines, and
develop method to generate spatial analysis data sets.

March 21. 2008, with closing in July 2008 following HUD review
and approval.

The Washington State Housing Finance Commission ("WSHFC”)
has instituted a temporary credit set-aside for HOPE VI projects.
For credit years 2005-2009, twenty percent of per capita annual
State of Washington allocating authority, less the prior year's
forward commitment, will be set-aside for HOPE VI projects each
year. Ten percentof the allocating authority will be available to the
Authority's Salishan project annually. The Company has applied
for and been awarded $1,246,974 in 9% tax credits in 2007.
