Through a federal HOPE VI grant, the Housing Au­ thority of Portland launched the revitalization project last summer by relocating resi­ dents. By April, crew's will start construction of a new Sum ner Street to manage storm water on site rather than direct it into the sewer over­ flow' system. By July 2008, former resi­ dents of Iris Court will make the move back into the brand new housing joining new fami­ lies as well. With his wrists and ankles shackled, 71-year-old James Ford Seale repeatedly addressed the judge as "ma'am," a social courtesy whites typically denied to blacks in Mississippi 43 years ago. James Ford Seale in a 1964 Seale was arrested Jan 24 on photo. federal charges of kidnapping and conspiracy. Prosecutors said Charles Eddie Moore and Henry Hezekiah Dee, both 19, were seized and beaten by Klansmen, then thrown into the Mississippi River to drown. Seale was arrested in the case in 1964. But the FBI, consumed by the search for three civil rights workers who had disappeared that same summer, turned the case over to local authorities, who promptly threw out all charges.
