REQUEST FOR RELEASE OF FUNDS
On or about November 15, 2006 the City of Portland, Oregon will
submit a request to the U.S. Department of Housing and Urban
Development (HUD) for the release of federal funds, on behalf of
itself and the Housing Authority of Portland, to undertake the
redevelopment of Humboldt Gardens, located within the Humboldt
Neighborhood in Portland. The potential federal fund sources
covered by the notice include: Community Development Block
Grant funds under The Housing & Community Development Act of
1974, as amended: HOPE VI Revitalization Grant under Section 24
of the U.S. Housing Act of 1973, as amended.
FINDING OF NO SIGNIFICANT IMPACT
The City of Portland has determined that the project will have no
significant impact on the human environment. Therefore, an
E n viro n m e n ta l Im p a ct S ta te m e n t un de r the N atio n al
Environmental Policy Act of 1969 (NEPA) is not required. Additional
project information is contained in the Environmental Review
Record (ERR) on file at the Bureau of Housing & Community
Development, 421 SW Sixth Avenue, Suite 1100, Portland, Oregon
97204 or the Housing Authority of Portland, 135 Ash Street,
Portland, Oregon 97204 and may be examined or copied weekdays
9 A.M. to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination
or wishing to comment on the project may submit written comments
to William White, Bureau of Housing & Community Development,
421 SW Sixth Avenue, Suite 1100, Portland, Oregon 97204. All
comments received by November 14, 2006, will be considered by
the City of Portland prior to authorizing submission of a request for
release of funds. Comments should specify which part of this Notice
they are addressing.
RELEASE OF FUNDS
The City of Portland certifies to HUD that William White in his
capacity as Director of the Bureau of Housing & Community
Development consents to accept the jurisdiction of the Federal
Courts if an action is brought to enforce responsibilities in relation
to the environmental review process and that these responsibilities
have been satisfied. HUD's approval of the certification satisfies
its responsibilities under NEPA and related laws and authorities,
and allows the City of Portland to use Program funds.
O BJECTIONS TO RELEASE FUNDS
The U.S. Department of Housing & Urban Development will consider
objections to its release of funds and the City of Portland certification
received by November 30, 2006 or a period of fifteen days from
its receipt of the request (whichever is later) only if they are on one
of the following bases: (a) the certification was not executed by
the Certifying Officer or other officer of the City of Portland approved
by HUD; (b) the City of Portland has omitted a step or failed to
make a decision of finding required by HUD regulations at 24 CFR
part 58; (c) the grant recipient has committed funds or incurred
costs not authorized by 24 CRF Part 58 before approval of a release
of funds by HUD; (d) another Federal agency acting pursuant to 40
CFR Part 1504 has submitted a written finding that the project is
unsatisfactory from the standpoint of environmental quality;(e)
the recipient has committed funds or incurred costs not authorized
by this part before release of funds and approval of the
environmental certification by HUD or the State, and (f) another
Federal agency acting pursuant to 40 CFR part 1504 has submitted
a written finding that the project is unsatisfactory from the
standpoint of environmental quality. Objections must be prepared
and submitted in accordance with the required procedure (24 CFR
Part 58) and shall be addressed to U.S. Department of Housing &
Urban Development at 400 SW Sixth Avenue, Suite 700, Portland,
Oregon 97204. Potential objectors should contact the U.S.
Department of Housing & Urban Development to verify the actual
last day of the objection period.

The Work contemplated consists of all equipment, materials, and labor as necessary to remodel the
existing North Dock Com pactor and Recycling Room in accordance with the construction

This is a public works project. By signing and submitting a Bid for this project, the Bidder certifies that
it will comply with ORS 279.350, requiring payment of prevailing wage rates. Bidders must also use
recyclable products to the maximum extent economically feasible in the performance of the contract
work and be registered with the Oregon Construction Contractor's Board pursuant to ORS 701.035-
90. Each Bid must contain a statement as to whether the Bidder is a resident bidder, as defined in
ORS 279.029. Bidders must also comply with MERC's Minority Business Enterprise, Women-Owned
