PRE-QUALIFICATION APPLICATIONS DUE: October 28, 2006
All bidders m ust com ply with the requirem ents of the prevailing
wage law in ORS 279C 800-870, or the Davis-Bacon Act (40 U.S.C.

No bid will be considered unless bidder is registered with the
Construction Contractors Board as required by ORS 701.055 or
licensed by the State Landscape Contractors Board as required by
ORS 671.530.
No bid will be considered unless accom panied by a surety bond,
certified check, or a cashiers check payable to M ultnom ah County
for the am ount equal to ten percent (10% ) of the aggregate bid.
M ultnom ah County reserves the right to reject any bid not in
com pliance with all prescribed public bidding procedures and
requirem ents, and to reject any or all bids or to cancel the
solicitation if M ultnomah County finds it is in the public interest to
do so.

(HAP), by Jerry Walker on the 5th Floor, Metolius Conference Room,
135 SW Ash St. Portland, Oregon 97204, until 2:00 pm, Thursday
November 16.2006 for labor and m aterials for work at Fountain
Place, a 80 unit apartm ent com plex, consisting of a five-story
building located at 929 SW Salm on St. Portland, Oregon 97204
Shortly thereafter, bids will be opened and publicly read. The First
Tier Subcontractor List, HAP-421, must be received by 4:00 p.m. the same
day at the same address. No bidder m ay w ithdraw their bid after the
hour set for opening until after the lapse of sixty (60) days from the
bid opening.

Edna M ae w orked for Port­
land Public Schools for over 15
years as w ell as volunteered for
o v er 25 years. A sa school co u n ­
selor. she w as an innovator and
created several program s for
her students. She alw ays re­
quired her students to do their
best and spent countless hours
supporting them .
As a com m unity activist, she
w as chairm an o f the board and
a founder o f the N orth/N orth-
east C om m unity M ental H ealth
organization. She w orked hard
to obtain m ental health services
and hom es fo r,h e m entally ill in
the com m unity. She also w as
president o f the Portland C h a p ­
ter o f the N ational C ouncil o f
N egro W om en w here she took
on such issues as civil rights and
busing o f school children. She
w as also an active m em ber o f
the A lpha K appa A lpha so ro r­
ity.

for num erous organizations per­
taining to the arts, m usic and
education. She volunteered at
The basic w ork co n sists of: rem oval and re pla cem e n t o f all
dom estic water supply and waste plum bing, m echanical venting,
carpentry, painting, cabinetry, suspended ceiling system s and
electrical work.
Bid Docum ents are available at the HAP Office noted above. A
$50 deposit for one set and $20 (twenty) for each additional set is
refundable when docum ents are returned within 10 days after bid
opening.
Attendance of bidders is mandatory at a pre-bid tour of the project at
Fountain Place Apartm ents, 929 SW Salm on St., at 10:00 am,
Thursday October 26.2006. Questions posed during the tour, not
addressed in the docum ents, will be answ ered by addendum .
HAP has an aspirational goal of 20% o f D B E/M BE/W BE/ESB
participation in the execution of this project. Therefore, non-D/M/
W /ESB prime contractors will be required to subm it proof showing
that good faith efforts have been m ade to contract with D/M /W /
ESB subcontractors. Alternate m ethods the bidder proposes to
use in com plying with this goal are subject to HAP review and
approval prior to initiating the contract.
This contract is for a public work subject to ORS 279c.800 to
279C.870 and is required to com ply with the BOLI w age rate
schedule applicable to this contract. M onitoring o f wage rates
shall be per Bureau of Labor and Industries (BOLI) standards
attached. No other prevailing wage rates shall apply to this project.
