position of Planning Associate in the University Planning Office.
Th is position m anages p rojects as the university's prim ary
representative through the design phase, which includes:
E s ta b lis h in g th e d esign p roce ss and id e n tific a tio n of th e
participants; researching and assem bling background materials
and site-specific design inform ation; working with user groups to
describe and document program needs, formulate site responses
and constraints, and establish guiding policies needed to inform
the design process; managing the process of selecting design
consultants; serving as the central point of contact for project
participants (users, architects, university administrators, and OUS);
c re a tin g and m a n a g in g p ro je ct b u d ge ts until th e s ta rt of
construction; and presenting materials to the Cam pus Planning
Com m ittee for its recom m endations to the President.

Adm inistration, Architecture, Landscape Architecture or related

Briefly described, the project will consist of a two phase design
process. The firs t b e ing a fe a s ib ility stu d y th a t eva lu a te s,
investigates and analyses the existing Power Station and it’s
distribution system. The second phase will be the implementation
of the feasibility study into a full design services for the upgrade of
the facility. The current funding available for the construction of
this project is between $10 -11 million.

The City of Portland proposes to amend its Consolidated Plan
Action Plan FY 2006-07 as follows:
On behalf of the Siltronic Corporation, the City successfully
applied in FY 2004-05 for a $2,000,000 Brownfield Economic
D evelopm ent Initiative (BEDI) award in conjunction with a
$26,000,000 Section 108 loan guarantee. The Corporation
has since decided to undertake its expansion overseas. The
City intends to subm it a revised application to the Department
of Housing and Urban Developm ent for the $2 million BEDI
grant and a $26 million HUD Section 108 Loan Guarantee.
The revised application will seek authority to provide below-
m a rk e t-ra te lo a n s to p ro je c ts th a t c re a te s ig n ific a n t
employment opportunities or provide significant public benefits
on perceived or actual brownfield sites.
The City plans to use the funds for tw o potential projects that
together would use approximately $12.5 million, are for Oregon
Steel Mills and U.S. Barge. The City anticipates that each would
create between 110 and 125 new job s on industrial lands
perceived to be contam inated. The is also considering a $10
million loan to a public-private facility charged with developing
and prom oting all aspects of this region’s m anufacturing and
engineering growth. Finally, the City intends to seek authority
to place $5.5 million in an industrial loan fund for below-
m a rk e t-ra te lo a n s to p ro je c ts th a t c re a te s ig n ific a n t
employment opportunities or provide significant public benefits
on perceived or actual brownfield sites.
