In October 2005, the Housing Authority of Portland received a HOPE
VI grant from the U.S. Departm ent of H ousing and Urban
Development to redevelop the Iris Court public housing cluster,
located at and around the intersection of North Vancouver Avenue
and North Sumner Street in Portland's Humboldt Neighborhood.
The total project cost is estimated to be approximately $37 million.
The project site area is approximately four acres. The Housing
Authority of Portland has invited public participation in the planning
process through a series of Com m unity Advisory Comm ittee
meetings and public design workshops.
The U.S. Department of Housing and Urban Development has
designated the City of Portland as the Responsible Entity. William
White, the Director of the City's Bureau of Housing and Community
Development, has been identified as the Certifying Officer. Pursuant
[ to the terms of the grant agreement and in compliance with the
National Environmental Policy Act of 1969, the Bureau of Housing
& Community Development has completed a Draft Environmental
Assessment that analyzes several proposed alternatives.The Draft
Environmental Assessment identifies a Preferred Site Alternative
for the future development, to be known as Humboldt Gardens.
I that requires the demolition of all existing buildings and site
im provem ents, co n stru ctio n of 130 new low -incom e and
affordable rental housing units and associated site improvements,
the acquisition of an adjacent parking lot for inclusion in the
redevelopment, and the redevelopment of a second nearby parking
lot. Both parking lots are owned by the State of Oregon.
