Marketing & Communications Plan to Increase Construction & Demo Debris
The Solid Waste and Recycling Department of Metro is requesting
proposals to continue with the implementation of a long-term
marketing and communications plan to increase source separated
recycling and salvage/deconstruction at construction and
demolition sites. (RFP 06-1192-SWR). Proposals will be due no
later than 4:00 p.m., Wednesday. May 17, 2006. in Metro's
business offices at 600 NE Grand Avenue. Portland, Oregon,
97232-2736, Attention: Bryce Jacobson, Solid Waste and Recycling
Department
Elements of the scope of work include maintaining partnerships
with local construction industry associations; working with local
building permit centers, retailers and wholesalers to distribute
literature; cooperative work with public construction managers to
promote recycling and salvage: and writing articles for local industry
publications.

ADVERTISEMENT FOR BIDS
MAPLE MALLORY DWELLING IMPROVEMENTS
JOB NO. MM 03-06-01
Sealed bids will be received on the fifth floor at the Housing Authority
of Portland (HAP), 135 SW Ash, Portland, Oregon 97204, until 2:00
pm, Tuesday June 6,2006 for labor and materials for work at Maple
Mallory, a 48 unit complex located at 3719 NE Garfield Portland
Oregon 97212. Shortly thereafter, bids will be opened and publicly
read. The First Tier Subcontractor List, HAP-421, must be received by
4:00 p.m. the same day No bidder may withdraw their bid after the
hour set for opening until after the lapse of sixty (60) days from the
bid opening.
The basic work consists of complete interior remodel including:
abatement of hazardous materials, carpentry, new kitchen and
bathrooms, new cabinetry, new flooring, new mechanical, plumbing
and electrical systems, new exterior siding and roofing. Work also
includes: a new community building, concrete, site and landscaping
work.
Bid Documents are available at the HAP Office noted above. A
$50 deposit for one set and $20 (twenty) for each additional set is
refundable when documents are returned within 10 days after bid
opening.
Attendance of bidders is mandatory at a pre-bid tour of the project
commencing at the Maple Mallory office, at 10:00 am, Thursday May
11,2006. Questions posed during the tour, not addressed in the
documents, will be answered by addendum.
HAP has an aspirational goal of 20% of DBE/MBE/WBE/ESB
participation in the execution of this project. Therefore, non-D/M/
W/ESB prime contractors will be required to submit proof showing
that good faith efforts have been made to contract with D/M/W/
ESB subcontractors. Alternate methods the bidder proposes to
use in complying with this goal are subject to HAP review and
approval prior to initiating the contract.
This contract is for a public work subject to the Davis-Bacon Act
(40 U.S.C. 276a). No bid will be received or considered by HAP
unless the bid contains a statement that the bidder will comply
with the Davis-Bacon Act.
The Housing Authority of Portland may reject any bid not in
com pliance w ith the p re scrib e d b id d in g pro ce du re s and
requirem ents and may reject any or all bids and waive all
informalities if, in the judgment of HAP, it is in the public interest to

resident proposer, as defined in ORS 279.029 and must also state
that the proposer will comply with all applicable state and federal
laws when carrying out the contract.
All proposers must be “Equal Opportunity Employers” and comply
with the appropriate provisions of state and federal law. In regards
to Worker’s Compensation, ail proposers shall be required to
comply with ORS 656.17 or are exempt under ORS 656.126.
Proposers shall be qualified to perform the type and size of work
proposed. The DBC may determine that a proposer is unqualified
based on the disqualifiers and/or pre-requisites listed within the
proposal documents, or, at DBC's discretion, may waive minor
aspects of the pre-requisites and disqualifiers.
Proposers shall be capable of providing a 100 percent performance
and payment bond. Proposals shall be accompanied by a cashiers
check, certified check, surety bond, or irrevocable letter of credit
issued by an insured institution as defined in ORS 706.008 and
payable to “Wildish Paving Co.” in an amount of not less that ten
percent (10%) of the amount of the proposal GMP.
DBC reserves the right to reject any or all proposals and to waive
formalities. Proposals and proposal bonds are to remain in effect
for 60 calendar days from date of proposal pending a written notice
of intent to award. Proposals shall remain in effect thereafter until
final execution of an agreement except that if DBC does not forward
an agreement for execution by proposer within 90 calendar days
from the proposal due date the proposer is released from its
proposal and proposal bond.
