The Portland Development Commission (PDC) is seeking a market
analysis and urban planning team (Team) to collaborate on a vision
for future development in the Central District of the Gateway
Regional Center Urban Renewal Area (URA). The 2000 Opportunity
Gateway Concept Plan and Redevelopment Strategy targets Central
Gateway, also known as "Prunedale,” for high density, mixed-use
redevelopment. As the Gateway URA matures, a development
strategy with broad-based community support and a clear, cohesive
vision for the future is necessary to guide City investment in Central
Gateway.
This development strategy is intended to ultimately stimulate
private investm ent and m ove planning goals forw ard into
implementation. The selected team will work closely with PDC,
the Gateway community and other public agencies, requiring proven
expertise at working effectively with a wide variety of constituencies
and differing priorities.
Team members will be expected to have expertise in the following

Contractors and subcontractors must be licensed for asbestos
abatement work if the project involves working with asbestos as
set forth in ORS 468A.720.
No bid will be considered unless bidder is registered with the
Construction Contractors Board as required by ORS 701.055 or
licensed by the State Landscape Contractors Board as required by
ORS 671.530.
No bid will be considered unless accompanied by a surety bond,
certified check, or a cashiers check payable to Multnomah County
for the am ount equal to ten percent (10%) of the aggregate
proposal. The successful bidder shall furnish a bond satisfactory
to the board in the full amount of the contract.
Multnomah County reserves the right to reject any bid not in
compliance with all prescribed public bidding procedures and
requirements, may reject for good cause any or all bids if Multnomah
County finds it is in the public interest to do so.

on Community Needs
In May 2006, the City of Portland, Multnomah County, and the City
of Gresham will submit the one-year Action Plan FY 2006-07 to
the U.S. Department of Housing and Urban Development.
The Plan is a combined plan and application for federal funds
available to cities and counties under four programs: Community
Development Block Grant (CDBG), HOME Investment Partnerships
(HOME), Emergency Shelter Grant (ESG), and Housing Opportunities
for Persons with AIDS (H0PWA). The Action Plans FY 2006-07 will
detail spending for the com ing fiscal year.
Before issuing the FY 2006-07 Action Plans, the jurisdictions want
to give local residents and providers the opportunity to present
information and^ziews on housing and community development
needs and priorities. A hearing will be held during the Housing and
Community Development Commission meeting scheduled for:
