"T he great political divide in A m erica today is not red vs. blue. north vs. south, costal vs. interior o r even rich vs. poor - it is now clearly black vs. w hite," said Phil Reiff, a B A C V R director. The ranking for the city o f Rose may be surprising to those who assum e Portland to be a liberal w onderland. “There are segm ents o f the P ort land com m unity that d o n 't share the m ajority view. The liberals are loud and proud, but there clearly is a segm ent that keeps their co n ser vative opinions to them selves but lets it go in the voting booth,” said Jason A lderm an, spokesm an for the voting research group. C ities w ith predom inantly large A fric a n A m eric an p o p u la tio n s ended up as the most liberal cities in America, while the cities with the la rg e s t C a u c a s ia n p o p u la tio n s w ound up as the most conservative. Textbook prices have been ris ing an average o f 6 percent each year since 1998, tw ice the rate o f annual inflation, according to a new report by the U nited State G overn m ent A ccountability Office. The study also found that text books and supplies are a significant college cost, making up 26 percent of tuition and fees for a fulltime student attending a 4-year public institution, 72 percent o f the cost for a fulltime student attending a 2-year public institution and 8 percent o f the cost at a 4-year private institution. The G AO particularly found the practice o f’ “bundling’ ’ CD-ROMS and workbooks to textbooks to be a signifi cant factor in the why textbook prices have increased so dramatically. The report also cites a proliferation o f new editions as another factor in textbook price increases.
