Are you going to participate in
this year’s Rose Festival?
Buffalo Soldiers
may ride after all
Despite playing an im portant
part o f the diversity in the Rose
F estival G rand F loral Parade
since 1989, the Buffalo Soldiers
were recently given a harsh re­
jection letter from officials to
participate in S atu rd ay ’s festiv i­
ties. Considering African A m eri­
cans are already u n d errep -re­
sented in the parade, this is a
huge blow to the com m unity.
The letter explained that safety
violations had been breached by
the B uffalo Soldiers during a pa­
rade in 2003 when horses were
left unattended, sores were found
on the horses and one o f the
anim als bucked before the pa­
rade.
The accusations are ridiculous
and unfair, the local chapter says.
Several handlers stayed with
horses during the parade, they
said, w hich is contradictory to
the o ffic ia l’s response that only
one h a n d le r w as w ith e ig h t
horses that had been tied to trees.
The c h a p te r’s vice president
Jim m y Sm ith said there w eren ’t
even any trees around the setup
area for horses to be tied to.
W hile it w as true that a horse
bucked before the parade, the
anim al calm ed dow n during fes­
tivities. Sm ith pointed out that
one year, a rodeo q u een 's horse
ran into the crow d during the
p a ra d e - but it’s unlik ely the
queen and her horse w ere rep ri­
manded.
T h e s o r e s f o u n d by th e
parad e’s veterinarian were rain
rot, a com m on skin condition with
m inor consequences. They did
not trigger a problem o f neglect
or any health concerns.
Rose Festival officials have
scheduled a m eeting W ednes­
day m orning to reconsider its d e­
cision.

was quoted in the O regonian as
saying parade officials may have
erred on the side o f safety and
w ere unm indful o f the sym bolic
c o n s e q u e n c e s o f e x c lu d in g
people o f color in the parade.

Guard and I am supposed to be going to

use of marijuana don’t protect sick
people from federal prosecution.
In 6-3 ruling Monday, justices
sided with the Bush Administra­
tion, finding that users can be pros­
ecuted under a federal ban on the
drug — even if used under a
doctor’s order.
Writing for the majority, Justice
John Paul Stevens said Congress
can change the law to allow medi­
cal use o f the drug.

to regulate states’ economic ac­
tivity as long as “interstate com ­
merce” is involved.
The Supreme C ourt’s decision
was based on a California case
where the marijuana was hom e­
grown, distributed to patients for
free and didn’t cross state bor­
ders.
In a dissent, Justice Sandra Day
O ’Connor said state powers "have
always included authority to de­
fine criminal law and to protect the
health, safety, and welfare” of citi­
zens.
The decision is a defeat for the
drug’s advocates, who have suc­
cessfully passed medical m ari­
juana laws in California, Oregon,
Washington and 7 other states.
Oregon officials said Monday they
would temporarily stop issuing
medical marijuana cards to patients
in response to the court ruling.
The issue being decided was
whether it was constitutional to
prosecute medical marijuana us­
ers under the federal Controlled
Substances Act. Under the Con-
