If Senate Bill 161 becomes law, Oregon will be the first state in the nation with non­ p a rtisa n sta te w id e offices. Nebraska is currently the only state with a non-partisan Legis­ lature. State Sen. Avel Gordly, an African American lawmaker who represents northeast and southeast Portland, spoke on the senate floor in favor of the bill.
