Bush Cabinet Shakeup
Rice stays in, Powell is out
(AP) — President Bush pro­
moted his most trusted foreign
policy adviser to Secretary of State
on Tuesday, lapping Condoleezza
Rice to replace warrior-tumed-dip-
loniat Colin Powell as part of a
sweeping second-term Cabinet
overhaul.
"T he secretary o f state is
America’s face to the world and in

strength, grace and decency of our
country." Bush said of his national
security adviser.
He thanked Pbwell, a former chair­
man of the Joint Chiefs of Staff and
national security adviser, for work­
ing "tirelessly and selflessly” on
