Anti-Immigrant Law Defeated
Support erodes for medical care enforcement
A proposed law that would have
forced doctors and nurses to act as
immigration enforcement officers
and in some cases deny immigrant’s
emergency room healthcare has been
defeated in Congress.
The bill, introduced by U.S. Rep.
Dana Rohrabacher, R-Calif., was
defeated by a vote of 3 3 1 to 88.
"This legislation would force hos
pital emergency rooms to take on the
unwieldy and burdensome tasks of
enforcing immigration law,” House
Democratic LeaderNancy Pelosi said.
“Hospitals that refuse to undermine
the doctor-patient relationship by
turning doctors and nurses into im
migration officers would not receive
critical federal funding.”
The legislation would have re
quired hospitals to question emer
gency room patients to determine
theircitizenship, immigration and fi
nancial status and obtain employer
information for transmission to the
Department of Homeland Security,
and maintain a file of these records
for at least five years, in order to be
reimbursed.
This legislation was opposed by
more than 200organizations, includ
ing: the American Hospital Associa
tion, the American Medical Asso
ciation, the National Association of
Public Hospitals and Health Sys
tems.

(AP) — A congressional audit
has been ordered on a new system
form easuringTV viewership in big
cities, which critics contend will
undercounts blacks and Latinos.
The move is being spearheaded
by Rep. Fred Upton, R-M ich.,chair
man o f the House telecom m unica
tions subcommittee.
Nielsen, which has a monopoly
on counting TV viewers, is sw itch
ing to an electronic system for m ea
suring local habits that it contends
will be far more accurate. Currently,
500 households in a city are asked
to record theirTV viewing in adiary
kept during four “sweeps" months.
Nielsen is increasing its sample to
800 homes per city and measuring
v iew ing every day th ro u g h a
“people meter” device attached to
televisions.
Some critics say dry runs o f the
new system have shown sharply
lower ratings for some programs
popular in black and Latino homes.
That’s significant, because lower
ratings mean lower advertising rev
enues, and an increased chance
that TV networks will cancel these
programs.
