will be received by the City of Powers until bid cleslnd tim e of
Pacific Tim e, en Tuesday M arch 30, 2QO4 A two-
hour period shall follow in which all bidders shall submit to the City
of Powers, a Subcontractor Disclosure Form, identifying any first-
tier subcontractor that will be furnishing labor or labor and material
on the Contract. Refer to Disclosure Form and Instruction to Bidders
within the Contract Documents. The bid opening will be conducted
in the Powers City Hall Council Chambers where the bids will be
publicly opened and read aloud. Bids submitted prior to bid opening
date are to be delivered to the City Recorder, City of Powers, P.0.

Work included in this project is for public work subject to the
Oregon Prevailing Wage Rate Laws (ORS 279.348 to 279.313).
Bidder's attention is directed to the requirements of employment
and minimum wage rates to be paid. No bid will be considered or
received by City of Powers unless the bid contains a statement by
the singer as part of his bid that the provisions required by ORS
279.350 are to be complied with. Requirements for bidders and
contractors under this order are detailed in the Contract Documents.
Bidders on this work will be required to comply with the provisions
of the President's Executive Order No. 11246 concerning equal
e m ploym e n t o p p o rtu n ity, in clu d in g all am en dm en ts and
requirements issued thereunder. The requirement for Bidders and
Contractor under this Order are explained in the Contract
Documents.
The Bidder’s attention is directed to the provisions of these
Contracts that related to the utilization of small, minority and
women business enterprises during the performance period of
the Contract. The Following goals are set for this Contract:
1. Two percent of the dollar amount of the construction services
and/ or supply services is to be performed by minority
subcontractor and/ or minority suppliers.
2. Two percent of the dollar amount of the construction service
and/or supply services is to be perform ed by women
subcontractors, and/or women suppliers.
Before a contract will be awarded, compliance with all Oregon
DEQ requirements specified in the Contract Documents will be
subject to DEQ review and approval.
The City of Powers may reject any bid not in compliance with all
prescribed public bidding procedures and requirements, and may
reject for good cause any and all bids upon finding that it is in the
public interest to do so. No Bidder may withdraw or modify their
bid after the hour set for the opening and thereafter until the lapse
of sixty (60) days from the bid opening.
