Notice Of Budget Committee Meeting
A public m eeting of the Budget Committee of the Tri-County
M etropolitan Transportation D istrict (TriM et), Clackam as,
Multnomah and Washington Counties of Oregon, to discuss the
budget for the fiscal year Ju ly l, 2004 to June 30, 2005, will be
held in Room C of the Portland Building, 1120 S.W. Fifth Avenue,
Portland, Oregon. The meeting will take place on the March 24,
2004 at 9:00 a.m. The purpose of the meeting is to receive the
budget message and to receive comments from the public on the
budget. A copy of the budget document may be inspected or
obtained on or after March 24 at 4012 S.E. 17th Avenue, Portland,
Oregon between the hours of 8:00 a.m. and 5:00 p.m., Monday
through Friday.
This is a public meeting were deliberation of the Budget Committee
will take place. Any person may appear at the meeting and discuss
the proposed programs with the Budget Committee.

Designing & Branding the “User Experience" -
Historic Armory Theater Project
The Portland Historic Rehabilitation Fund I, LLC (“PHRF"), in
collaboration with Portland Center Stage (“PCS”), is requiring
qualifications from firms interested in designing the historic Armory
theater “user experience” and creating a plan to brand and market
this experience. The historic Armory building, located at 128 NW
11th Street, is being rehabilitated and transformed into a singular,
world class perform ing arts center unique to Portland. The
successful design & branding plan will create a comprehensive
brand strategy for the rehabilitation Armory theater that incorporates
the following: the performing arts theater, its historic rehabilitation,
its sustainable design and the community's involvement. The full

Request For Proposals #P021804
Proposals are requested from qualified general contactors for the
provision of construction management/general contractor services
for Phases II and III of the Redevelopment of Columbia Villa, an
80-acre housing development in North Portland. The scope of this
RFP includes development of some of the Infrastructure, and
construction of 312 housing units. The value of the CM/GC
contractor for Phases II and III is estimated at approximately $ 39
million.
The Housing Authority of Portland will accept proposals until 4
p.m. PST, Wednesday, March 24,2004.
The REP is available from 8:30 a.m. to 4:30 p.m. beginning
Wednesday, February 18,2004 at the Housing Authority of Portland
offices at 135 SW Ash Street, 5 floor.
Attendance is strongly encouraged at a pre-proposals conference
for CM/GC firms or their representatives on Monday, March 1,
2004 beginning at 9:00 a.m. at the Housing Authority of Portland
office located at 7220 North Lombard, Portland, Oregon.
HAP has established a goal of 20% participation by disadvantaged,
minority-owned, women-owned and emerging small businesses
on this project and requests proposals from interested D/M/W/
ESB firms.
HAP reserves the right to reject any or all proposal if not in
compliance with RFP procedures and requirements.
