Elementary Youth Services Supervisor (1 full-time position)
This position directly supervises all elementary level youth services
s ta ff and program s related to in-sch ool and a fte r school
programming. Also interfaces with school staff and administrators;
establishes and maintains positive working relationships with
school teachers, principals and other appropriate administration
staff; attends regular school administration meetings; facilitates
weekly staff meetings; conducts performance evaluations and
assist with appropriate staff training; conducts regular site visits
for the purpose of monitoring staff and program services; evaluates
paperwork completed by staff; assist in hiring and disciplinary
processes related to elementary staffing and performs other
appropriate duties as assigned and required for program success.
• Degree in related field desired.
• Must have at least 3 years of related experience, preferably in a
youth service or education environment.
Must have excellent supervisory and proven effective leadership
skills.

Community Support Sendees Network Manager ( 1 full-time position)
Responsible for managing the development and implementation
of specialized integrated services and case management activities
for African-American youth ages 12-19 who are referred by the
Department of Community Justice and classified as "high risk'
and are either on probation or parole through Multnomah County
Juvenile Court. Facilitates the M ulti-Disciplinary Team (MDT)
meetings to discuss client needs and service availability, monitors
case management activities provided by the contract service
providers, ensures client needs, required documentation and billing
deadlines are adequately met.
Degree in a related field preferred, with at least 5 years work
experience related to primary job duties. Extensive experience
related to job duties may be substituted for education requirement.
Must have knowledge and experience involving the Juvenile
Justice system to include but not limited to probation/parole,
juvenile court, adjudication, detention and transitional release.
At least 2 years of case management experience involving youth
and families.
Contra ct m anagem ent an d /or program im plem entation
experience in a social service environment preferred.
Must have knowledge and familiarity with community-based
programs that focus on violence prevention/anti-gang support,
substance abuse prevention, behavior awareness/modification,
individual/group and family counseling, health/wellness, mental
health, recreation, mentoring/advocacy, education/vocation, job
training and other service programs designed to meet the needs
of “high risk” youth.
Must have proven effective leadership skills.
Ability to effectively collaborate and negotiate program objectives
involving people with diverse views and interest.
Ability to successfully work with youth and their families with
varying levels of economic, education and social backgrounds.
Must have strong communication skills to include writing/
documentation, verbal and group presentation skills.
Must be self-motivated, with excellent organizational skills.
Willingness to work flexible hours; including some evenings and
weekends.
Must have a valid driver’s license and be insurable under SEI’s
auto insurance.
Salary Range: $3,500 - $4,166 per month DOE

Proposals are requested from qualified professionals for the
provision of architectural and engineering services for the HOPE VI
redevelopment of Columbia Villa. The Housing Authority of Portland
("H AP”) will accept statements until 4:00 PM, Thursday. August
14,2003 at the HAP New Columbia Project Office at 135 SW Ash
Street, 5m Floor, Portland, Oregon 97204. Proposals should be
clearly marked with the respondent's name and address and the
RFQ number.
In 2001, HAP received a $35 million HOPE VI Grant from the US
Department of Housing & Urban Development ("HUD”). This money
will be leveraged with other federal, state, local & private dollars
to re d e ve lo p C o lu m b ia Villa, an 8 0 -a cre p ub lic h ousing
development in North Portland’s Portsmouth neighborhood.
Through the HOPE VI Revitalization Grant program, the Columbia
Villa site is being redeveloped a? a livable, m ixed-incom e
community that will enhance the quality of life of Columbia Villa’s
residents and the Portsmouth neighborhood, socially and physically
in te gra te the p ro p e rty with th e s u rro u n d in g com m unity,
deconcentrate poverty, and link people to opportunities that will
increase self-sufficiency. When completed in 2006, New Columbia
wili feature new infrastructure, a comprehensive park system,
620 rental units, 230 for sale units and 35,000 square feet of
community and commercial space.
Master planning and design of the Phase 1 housing is being
completed by MITHUN Architects. The scope of services for this
RFQ includes design and project management services for all
remaining HAP-owned rental h ousing-3 1 3 affordable and low-
income units.

beginning Tuesday, July 22,2003 between 8:30 AM and 4:30 PM
at HAP’s New Columbia offices at 135 SW Ash Street, 5,n Floor,
Portland. Oregon 97204.

consultants and other interested parties which will be held on

The Portland Developm ent Comm ission ( “PD C”) is soliciting
proposals, from qualified environmental consultant teams, for
the North Macadam Brownfield Assessment and Remediation
Planning Project. PDC intends to retain an environm ental
consultant team to complete the cope of services described in its
Request for Proposal (“RFP”). The project scope includes, but is
not limited to, the following services: characterization of the area,
assistance in property selection, conduction of site assessments,
and the completion of site specific and general remediation
modeling in support of goals to facilitate redevelopment and
promote environmental education among stakeholders.
The United States Environmental Protection Agency (“EPA”) has
awarded the City of Portland a grant for this project. This grant is
managed by PDC, and is focused on the North Macadam area -
the largest undeveloped area remaining adjacent to downtown
Portland. C and id ates m ust be prepared to m eet fed eral
requirements for work funded under the EPA brownfields program.
The RFP details the specific requirements that will be necessary
for prospective applicants to complete a proposal. Form this RFP,
one contract will be awarded for a one-year period. Interested
