Developing a Central City Pedestrian Signage System
March 7, 2003
The Portland Developm ent Com m ission ( “PD C”), is seeking
proposals from a firm or consulting team (“Consultant") to provide
services in the developm ent and implementation of a fixed,
pedestrian-oriented informational and directional signage program
for Portland's Central City.
The goals of this project are to v\create a signage system that
merges clear and concise functional wayfinding information with
creativity and visual innovation, enhances pedestrian circulation
throughout the Central City, and lends a strong identity to downtown
Portland. The system should be designed for adaptation in other
areas of the city.
The selection of the firm or team shall provide professional
services for both development and construction phases of this
project. The Consultant will work under the guidance of a PDC
Project M anager and in cooperation with a Technical Advisory
Committee (TAC) and a Citizen Advisory Committee (CAC).
PDC invites consultants to subm it proposals addressing the
requirements identified in the Request for Proposals (RFP). The
proposals shall be responsive to the format, scope of work and
submittal requirements described in the RFP.

later than 5 :0 0 PM on Monday, Monday March 3 1 ,2 0 0 3 .

ADVERTISEMENT FOR BIDS
Sealed bids for the M cK e n zie H a il E le v a to r p ro je c t, University
of Oregon, will be received by the Oregon State Board of Higher
Education at U of 0 Facilities Services Dept., Conference Room
#2, 1295 Franklin Blvd (physical address), 1276 University of
Oregon, Eugene, OR 97403-1276 (mailing address), until 3 PM
P8T, Tuesday, April 01, 2003. Bids thus received will be publicly
opened and read aloud by the Undersigned or his designated
representative.
Briefly, the work consists of the fnodernization of the existing
hydraulic elevator at UO McKenzie Hall.
Bidding documents may be examined at the UO Facilities Services
Dept., Eugene Builders Exchange, Eugene; Daily Journal of
Comm erce Plan Center, Construction Data Plan Center, and
Construction Market Data, Portland; Oregon Contractors Exchange,
Clackamas; Central Oregon Builders Exchange, Bend; Douglas
County Plan Center, Roseburg; Medford Builders Exchange,
/vledford, Salem Builders Exchange, Salem; and Valley Plan Center,

documents at Central Print and Reprographic Services (Mark), 47
West 5th St., Eugene OR 97401,541-342-3624, upon receipt of a
refundable deposit of $100, with a check or money order made
payable to the UO. Deposits will be refunded for documents
returned in "good condition” w ith in te n d a y s a fte r th e o p e n in g
off bid s. After that date the deposit checks will be deposited by u

A M a n d a to ry Pre-Bid conference and walk through has been
scheduled for T u e s d a y, M a rc h 18. 2003, a t 1 PM PST, in
Conference Room #2, UO Facilities Services Dept. A tour of the
site will follow the meeting.
All bidders must comply with ORS 279.348 - 279.375 relating to
prevailing wage rates. All bidders must be registered with the
Construction Contractors Board, as required by ORS 701.035.
Bids will be received on a lump sum basis for all of the work. No
bid will be considered unless fully completed in the manner
provided in the Division B “Instruction to Bidders" upon the Bid
Form provided and accompanied by bid security. Any and all bids
may be rejected for good cause upon finding that it is in the public
interest to do so.
