seeking qualified agencies to provide M ental Health, Psychosocial
Support and Food services to Persons Living with HIV/AIDS (PLWH/
A) w ho live in th e six cou n ty Eligible M etropolitan Area (EMA).
Counties included are: M ultnom ah, W ashington, Clackam as,
Yam hill and Colum bia C oun ty in O regon; and C lark C oun ty in
W a s h in g to n . M ental H ea lth S e rv ice s w ill in c lu d e c u ltu ra lly
a p p ro p r ia te m e n ta l h e a lth a s s e s s m e n t, c o u n s e lin g and
medication m anagem ent for PLWH/A and their families. Agencies
a pp lyin g to provide m ental health se rvice s shall be required to
have th e a b ility to bill M edicaid. Psychosocial S upport Services
will include practical and em otional su pp ort to reduce isolation,
im prove q u a lity o f life and link PLW H/A and th eir fa m ilies to
m edical and oth er social services. It will ta rget tw o groups 1)
wom en, youth and children, and 2) underserved populations, and
shall include provisions for congregate m eals. Food Services will
p ro v id e n u tritio n a lly b a la n ce d h o m e d e liv e re d m e a ls and
nutritional supplem ents to PLW H/A who are unable to leave their
hom e and u nable to prepare m eals due to th eir health status.
Agencies applying to provide Food Services m ust be able to provide
services to th e entire EMA.
M ultnom ah County reserves the right to reject any or all proposals
if n ot in c o m p lia n c e w ith th e R e q u e st fo r P ro p o sa ls (R FP )
procedures and requirem ents.

She said the clients take control of
their own lives. They do the work.
“If its rehabilitation, its that
they do it,” Boston said. “We
don' t have the resources for that.”
Clients look for employment
themselves.
“We expect them to go out put
in applications and accept inter
views,” Boston said.
With the help of the One Stop
Career Center they develop a re
sume. The center also provides
guidance on interviewing tech
niques.

Now instead of running from
responsibility, Moreland relishes
it. He now manages the OAME
Youth Store where he runs a 12
week course that teaches youth
age 14-22 everything they need
to know about starting and run
ning their own businesses.
“We teach them not just how
to make money,” he said. “But
why it’s important to give back.”
It’s a lesson Moreland learned
at Better People.
“If you’re not making a differ
ence in people’s lives and in your
community and your not willing
to give back, you’re not really
making a difference in the world,”
he said.
Moreland is proud of his work
with the OAME youth store -
“It’s not just an entrepreneurship
program, it’s a life changing ex
perience. We are making a dif
ference in kid’s lives.”
“I was really selfish,” Moreland
said of who he was before he
went to Better People. “But don’t
look back, look ahead at the op
portunities. We can be anything
we want to be.”
