Airport (formerly the Toledo-Winlock Airport) Capital Improvements
Project. This project will be funded in part by the Federal Aviation
Administration (FAA) and Lewis County. Lewis County will retain
the services of an engineering consultant to provide professional
engineering, surveying, testing, FAA grant preparation and
administration assistance, and construction inspection for, but
not lim ited to the fo llo w in g C ap ital Im provem en t P roject
components:
RENOVATION OF MARSHALL COMMUNITY CENTER
The City of Vancouver is seeking qualification statements from
licensed architectural/engineering firms with the intent of writing
a contract for the provision of professional design and construction
management services with regard to the construction of a new
community center in east Vancouver and the renovation of the
Marshall Community Center and the Luepke Senior Center. The
contract may extend to as much as 5 years in duration.

QUALIFICATIONS

similar complexity.
Sealed responses will be received by the Procurement Services
Manager of the City of Vancouver, Washington up to the hour of
3:00 p.m., Wednesday, November 6,2002. Responses delivered
later will not be accepted. The City of Vancouver is not responsible
for delays in delivery.
Responses are due in 3 copies by 5:00 pm on November 6,2002.

All responses to this that are mailed through United States Postal
Services shall be addressed to the Procurement Services Manager,

Submittals will be evaluated by the below-listed criteria. They
should be organized and identified in the same order.
All proposals shall be placed in a sealed envelope, which is clearly
marked "DESIGN AND CONSTRUCTION MANAGEMENT SERVICES".
1. Capability and experience to perform all or most aspects of the
project.

The City of Vancouver is committed to providing equal opportunities

2. Recent successful experience in capital projects comparable
to the proposed project. This item includes demonstrated
ability to meet schedules or deadlines, and demonstrated
past performance to complete projects without significant cost
escalations or overruns.
The City of Vancouver reserves the right to cancel this request or
reject any and all responses submitted or to waive any minor
formalities of this if the best interest of the City would be served.

allow children in the neighborhood
to showcase their artwork and be a
part of a community project.
The tile mural was a perfect way
to realize her vision because it al­
lows each tile to exist as an indi­
vidual work of art or for the mural
itself to become a celebration of
community.
“There is something very bond­
ing about doing art with kids,”
Raglione said. “I am so grateful for
the opportunity to help kids feel
pride and ownership in this project.”

4. Key personnel’s professional background and qualifications,
Including the project team for this project. Define their roles
and extent of participation anticipated for this project. Provide
a list of all projects worked on by the proposed project
manager in the last three years, including an identification of
this person’s role/responsibility for each project.

Sealed bids will be received by the City of Camas, Office of the
Finance Department, 616 NE 4th Avenue, Camas, Washington,
until 10:00 A.M., Wednesday, November 6, 2002 and will then
and there be publicly read for the construction of the improvement.
5. C u rren t w orkload of firm and key person nel. List the
anticipated percentage of time the project manager will have
available for this project.
All bid proposals shall be accompanied by a bid proposal deposit
in cash, certified check, cashier's check, or surety bond in an
amount equal to five percent (5%) of the amount of such bid
proposal. Should the successful bidder fail to enter into such
contract and furnish satisfactory performance bond within the
time stated in the specifications, the bid proposal deposit shall
be forfeited to the City of Camas.
6. Demonstrated ability and experience in facilitating and leading
a public involvement process/program.
7. Qualifications and experience of sub consultants who will
participate in the project. Please identify the portions of the
project to be performed (in part) by sub consultants.
Plans and Specifications may be purchased for a fee of $25.00,
which is non-refundable. Informational copies of maps, plans,
and specifications are on file for inspection in the Public Works
Department, Camas, Washington.
8. Quality of projects previously undertaken. Please provide loaner
copies of at least two completed projects of a similar nature
involving key personnel anticipated to work on this project
(these will be returned to you).
The improvement for which bids will be received follows:
9. Experience and qualifications of your firm in com plying with
the requirements of the FAA AIP grant program, as well as
familiarization with FAA Advisory Circulars, FAA standards, and
the FAA process.

The work consists of installing a reinforced concrete skate park,
rails, fencing, and other related items.
The City of Camas reserves the right to reject any or all proposals
if found to be higher than the estimated cost and to waive any
formality or technically in any proposal in the interest of the City.
10. Ability to m anage and com plete projects that may be a
considerable distance from your offices. Please include a
description of where your key personnel for this project will be
based, as well as the amount of travel anticipated, and other
items you consider important to demonstrate this ability.

The selection process shall be in accordance with Chapter 2 of
FAA A d v is o ry C irc u la r (AC) 1 5 0 /5 1 0 0 -14C, A rch ite ctu ra l,
Engineering, and Planning Consultant Services for Airport Grant
Projeots. Additionally, contracts will be subject to the provisions of
Executive Order 11246 (affirm ative Action to Ensure Equal
Employment Opportunity) and to the provisions of the Department
of Transportation Regulations CFR Part 26 (Disadvantaged
Business Enterprise).

The Portland Developm ent Com m ission ("C om m ission") is
requesting qualifications for Property Management Services to be
contracted on an as-needed basis. From this Request for
Qualifications (RFQ), one contract covering all services, multiple
contracts, or any combination determined to be in the best interest
