m ental health services in O r
egon:
I am here this afternoon be
cause o f my profound concern
for the people o f our state with
mental health needs. The pro
posed cuts to their program s
would cause irresponsible and
irreparable harm in our com m u
nity.
You know my personal inter
est in m ental health and how it
has affected my family. You may
not be as aw are that my office
worked very hard last session
with the G overnor’s office and
Rep. Kruse for passage o f HB
3024, w hich em bodies the rec
om m endations of the G overnor's
Mental H ealth A lignm ent Work
Group.
I served on that w ork group
w hich studied the history o f pro
viding services for the m entally
ill in O regon and w hich made
recom m endations to repair and
build on a badly broken system.
Removal o f the funding for local
m ental health plans in Oregon
counties will elim inate much
needed collaboration between the
local and mental health authority
and local law enforcement. Given
the dramatic increase in demand
for mental health services state
wide, particularly for acute and
long term care, eliminating collabo
ration at this time would stall
progress on potential rem edies
to a system already in a resource
crisis and facing legal challenges.
If you look closely at the im
pacts on people and services in
the p roposed cuts to m ental
health, you will find people re
moved from services that make it
possible for them to work; T h ir
teen program s that will close;
Loss of jobs; More civil com m it
ments and not enough space in
th e s ta te h o s p ita l; M ore
homelessness; More crime; More
children w ithout access to treat
ment in tim es of psychiatric c ri
sis; C lients that may have to stay
in jail longer and potential for
legal action.
We are talking about thousands
of Oregon citizens who will be
unable to be treated and to func
tion in the community, many of
whom will find their illnesses wors
ening; some will become suicidal.
This is not an exaggeration. The
cost of the consequences of the
cuts will far exceed any savings.
