final piece of limestone facade into the
rebuilt section o f the Pentagon. The
blackened stone was part o f the origi-
nal facade damaged during the Sept. 11
attack on the militaiy headquarters that

Researchers at Oregon Health Sciences
University are conducting a cross-cul­
tural analysis o f families affected by At­
tention Deficit Hyperactivity Disorder, a
serious and debilitating mental illness
affecting kids.
The study by the OHSU School of
Nursing is unique in that it will consider
equal numbers of children from black,
white and Latino families; 1 SO in all.
It is widely known that ADHD crosses
gender lines, cultural lines, and ethnic
lines. However, less is known about m i­
nority access to information, treatment
and services to help battle the illness.
Ann Beckett, an African American, is
one of the study’s primary investigators
and consultants. She has worked with at
risk youth in the inner cities and after

Oregon Lawmakers Meet Third Time Under Duress
Consensus on plugging Oregon's state budget deficit remains elusive
(A P)— Lawmakers bracing for a spe­
cial session starting Wednesday are un­
der duress from the governor and from
anti-tax interests as they wrestle with an
$880 million budget shortfall.
Gov. John Kitzhaber on Monday called
the session although lawmakers hadn’t
reached an accord on how to plug the
budget hole w ithout further cuts to
schools and social services.
Kitzhaber said timing is important be­
cause a cigarette tax increase needs to be
passed by Friday to maximize revenue
from that step.

Legislators of both parties generally
are supporting raising the cigarette tax.
But the Oregon Republican Party has
turned up heat of its own by erecting
roadside signs urging legislators to reject
tax increases.
In another developm ent M onday,
Kitzhaber officially unposed ahiring freeze
for agency positions financed with gen­
eral funds.
“It formalizes stuff w e’ve done ear­
lie r ,” K itz h a b e r spo k esm an Bob
Applegate said.
K itzhaber also barred out-of-state

travel that would spend general funds,
which makes up about one-third of the
total state budget.
K itzhaber’s budget-balancing plan is
centered on a three-year income tax in­
crease. He also proposed a 50-cent per
pack cigarette tax increase.
Lawmakers are considering a plan first
advanced by H ouse Speaker Mark
Simmons, R-Elgin, that includes a 75-cent
cigarette tax boost but no income tax hike.
The minority Democrats dislike added
budget cuts, on top of $450 million slashed
in earlier this year.
Ladon Andre Stephens
The man accused o f killing a 14-
year-old northeast Portland girl and
of raping four other teen-aged girls
in the c ity 's north and northeast
neighborhoods has pleaded inno­
cent to the charges.
Ladon Andre Stephens, 33, en ­
tered the not guilty plea during his
arraignm ent M onday.
Stephens is charged with m ul­
tiple counts o f m urder, attem pted
murder, sodom y, rape, kidnap, bur­
glary and assault.
Police and prosecutors say DNA
evidence linked Stephens tothe mur-
d e ro f M elissa Bittler. Investigators
continue looking into other u n ­
solved cases involving sexual a t­
tacks in the Portland area.
Bittler’s body was found in the
back yard of a n eighbor's home last
December.
