Eight members o f the Portland
Police Bureau participated in a
three-day program certi tying them
as authorized trainers in Commu
nity First Aid and Safety.
Officers learned how to teach
first aid, cardio pulmonary resusci
tation, automated external defibril-
latoras well as child and infant CPR.
“Our officers are often first on
the scene o f an incident and there
fore we take safety training very
seriously,” said Sergeant Stephen
Buchtel o f the Portland Police
Bureau. “With authorized train
ers on the force, we can keep offic
ers current on their certification
more efficiently.”
The Oregon Trail Chapter o f
the American Red Cross offers
programs that enable large orga
nizations to have authorized train
ers for a number o f health and
safety courses.
“It’s a very cost-effective ap
proach to getting individuals cer
tified and keeping them current,”
said Deb Connolly-Conover, sales
specialist for the Oregon chapter.
“We provide the materials and
equipment to the authorized train
ers so they can conduct the
courses.”
Cuts in Greenhouse Emissions Praised

Portland’s City Council was
awarded a 2002 Climate Protec
tion Award by the U.S. Environ
mental Protection Agency for its
efforts to reduce local greenhouse
gas emissions.
Portland was the first local
government in the U.S. to adopt a
plan to address climate change
back in 1993.
The city’s efforts have resulted
in more than $2 m illion savings
per year on energy bills. In addi
tion, P ortland’s plan to reduce
greenhouse gas em issions to 10
percent below 1990 levels by
the year 2010 is w ell w ithin
reach.
• Local per capita emissions o f
carbon dioxide, which is the pri
mary cause o f global w arm ing,
decreased 2 percent from 2000
to 2001, and is now m ore than 7
percent below 1990 levels.
