(AP) - A federal judge has orderd the Oregon
State Hospital to find a bed for any m entally ill
inmate who is unfit to stand trial within one week.
U.S. D istrict Judge O w en P anner issued the
order last w eek. He says the state is violating
the due process rights o f m entally ill inm ates
by m aking them w ait in county jails for w eeks
or m onths before getting a transfer to the state
hospital for psychiatric care.
H e says the state’s behavior “dem onstrates
a deliberate indifference” to the mentally ill and
their rights.
T he O regon State H ospital is required by
law to treat inm ates found m entally unfit to
stand trial.
P an n er’s opinion w as a response to a law ­
suit filed M arch 19 by attorneys for the O regon
A dvocacy C enter and the M etropolitan Public
D efenders Service in M ultnom ah C ounty. The
suit argued that dozens o f m entally ill inm ates
languish in county ja ils across the state for as

The project includes a new 17,700 square
foot tw o-story building, as w ell as renovation
and expansion o f the adjacent bookstore bui ld-
ing.
The new building will house student services
staff, including admissions, financial aid, regis-
tration, and career services. The remodeled book­
store will be used for multi-purpose training
space. The building is set to open in the fall of
2004, depending upon funding.
