Legacy Health System has begun enrolling people in aclinical
study evaluating the effect o f tw o FD A -approved m edications
in individuals with im paired blood sugar tolerance w ho are at
increased risk o f developing heart disease and diabetes.
T he incidence o f diabetes is increasingly alarm ing. In the
U nited States, the d isease is the leading cause o f blindness,
renal failure and leg and foot am putations, according to the
Am erican Diabetes Association.

investigate w hether the oral antidiabetic agent N ateglinide
(brand nam e S tarlix) o r the high blood pressure m edication

The Am erican Diabetes Association estimates that 16 million
people are co n sid ered “ pre-diabetic.” T his is the population
that the study will target.
Participating patients will receive study m edication or pla­

Pavement Repairs At Metro South Transfer Station
RFB #02-1014-REM
Metro is requesting bids to repair high use pavement areas at
the Metro South Transfer Station (RFB #02-1014-REM). Po­
tential bidders may obtain bid documents by contacting the
REM Department. Sealed bids must be delivered to the Re­
gional Environmental Management Department at Metro, 600
NE Grand, Portland, Oregon 97232-2736, to the attention of
Pete Hillmann, no later than 1 1 :00 a.m., Thursday, May 2,
2002. At 3:00 p.m. the Bids will be opened and publicly read
aloud in Conference Room 270, located in Metro Regional
Center, also at 6 00 N.E. Grand Avenue.
In addition to the sealed bids, all contractors m ust complete
and submit all the supplied forms for Metro's MBE/WBE/ESB
Program (Good Faith Efforts) and for listing first tier subcon­
tractors, in a separate envelope, within four (4) hours of bid
closing (or before 3:00 p.m.). All other Bid Forms m ust be
filled out and included with the "sealed bids" at time of clos­
ing.
Drawings and Specifications may be examined at the Regional
Environmental Management Department in the Metro Regional

A mandatory Pre-Bid Conference and walk through is sched­
uled for all potential prime contractors on Wednesday, April
24, 2002 at 9:00 a.m. in the Control Room at Metro South
Transfer Station.
All bidders must certify that they will pay and comply with the
minimum prevailing wage requirements of ORS 279.350.
All bidders must be registered with Oregon Construction Con­
tractors Board pursuant to ORS 671.530.
Metro Code provisions 2.04.100 and 200 require all Bidders/
Proposers to follow and document a specific good faith out­
reach e ffo rt to State certified Minority, Emerging and Women-
owned Businesses. Certification of good faith compliance and
a declaration of any actual utilization pursuant to both pro­
grams are required at the time of Bid Opening/Proposal Sub­
