Chavez had indeed changed, and
w hether a split in the m ilitary
and problem s in the state-run oil
consortium could be sm oothed
over.
The issues are critical: V en
ezuela is the fourth-biggest oil
exporter in the world and No. 3
supplier to the United States,
w ith sales fueling the South
A m erican n atio n ’s econom y.
Also, m ilitary unrest could erupt
into further bloodshed and de-
stabilization.

military high command confronted
Chavez and announced that he
had resigned, setting o ff street
protests and a rebellion by some
military commanders who didn’t
go along with the plan.
On Sunday, Chavez visited
an arm y paratrooper base in

there for sticking by him. Gen.

trained as a soldier, had rebelled
