Northeast Murder Unsolved
After Two Years of Investigation
Portland Police Bureau Homi­
cide Investigators, in cooperation
with Crime Stoppers, are asking
for your help in solving a two year
old murder.
On M arch 2,2000, ju st before
9 p.m ., the body o f H enry J.
Johnson was found near N orth­
e a s t R o d n e y a n d S h a v e r.
Johnson, who was alm ost 24
years o f age at the tim e, had
been shot m ultiple tim es.
According to investigators,
approximately 30 minutes before
Johnson’s body was discovered,
there had been a report of “shots
fired,” in the area of Rodney and
Failing, but responding officers
found nothing.

vestigators have yet to estab­
lish a m otive for the murder.

cash reward o f up to $1,000 for
information, reported to Crime
Stoppers, which leads to an arrest
in this case, or any unsolved

Lawsuit Claims Mentally 111 Languish in Jails
(AP) — Mentally ill inmates
who are unfit to stand trial too
often languish in county jails be­
fore they are accepted for treat­
ment at the Oregon State Hospi­
tal, advocates claim in a lawsuit.
State law requires that suspects
found mentally incompetent to
stand trial be treated at the state
hospital. But officials say the 400-
bed hospital has a backlog.
The lawsuit was filed Tuesday
in U.S. District Court in Portland
after negotiations between mental
health advocates and the Depart­
ment of Human Services, which
oversees the hospital, broke down.
Kathleen Wilde, an attorney
for the Oregon Advocacy Center,
said mentally ill suspects’ consti­
tutional right to due process is
violated when they await trial with­
out getting treatment and medica­
tion so they can become compe­
tent to assist in their defense.
“ You can’t be held in a punitive
setting, you’ve got to get the treat­
ment,” she said.
The lawsuit also is intended to
push the federal court to deter­
mine how long somebody can stay
in jail until they are given restor­
ative treatment.
