Notice is hereby given that the City of Vancouver, Washington,
will receive sealed bids up to the hour of 11:00 a.m., Pacific
Standard time, Tuesday April 23, 2002, and publicly opened
and read aloud at that time on the same day in Procurement
Services Conference Room, 1400 Main Street, Vancouver, Wash­
ington, for the following:
Buy American requirements which are contained in the
specifications.

Street, Vancouver Washington. Bidding docum ents may be ob­
tained from the Owner’s Office upon payment of $50.00 plus
sales tax, (if applicable) for each set of docum ents. Return of
the docum ents is not required, and the amount paid for the
documents is nonrefundable. (City Ordinance M-3427) Company/
Cashiers Checks or money orders shall be made payable to City
of Vancouver. Firms ordering docum ents shall provide a street
address and/or post office box where additional information

on Monday, April 8 , 2 0 0 2 a t 9 :0 0 am .
The proposed contract is subject to following regulations:
1. The proposed contract is under and subject to Executive
Order 11246 of Septem ber 24, 1986 and to the Equal
Employment Opportunity (EEO) and Federal Labor Provi­
sions.
2. All labor on the project shall be paid no less than the
minimum wage rates established by the U.S. Secretary of
Labor.
3. Each Bidder m ust supply all information required by the
bid docum ents and specifications.
4. The EEO requirem ents, labor provisions, and wage rates
are included in the specifications and bid documents.
5. Each Bidder must com plete, sign and furnish with his bid
a "Certification of Nonsegregated Facilities” and a state­
ment entitled “ Bidders Statement of Previous Contract
Subject to EEO C la u se ,” as contained in the bid proposal.
6. A Contractor having 50 or more employees and his sub­
contractors having 50 or more employees and who may
be awarded a contract of $50,000 or more will be re­
quired to maintain and affirmative action program, the
standards for which are contained in the FAA special pro­
visions.
7. To be eligible for award each Bidder must comply with the
affirmative action requirem ents which are contained in
the specifications.
8. Minority Business enterprises will be afforded full oppor­
tunity to submit bids in response to this invitation and will
not be discriminated against on the grounds of race, color,
or national origin in consideration for an award of any con­
tract entered into pursuant to this advertisement.

The object of the above-styled suit is to seek a declaratory
judgment by the Cou rt at the request of Charles W. Loving,
Trustee of the Fielder Living Trust, Andrew J. Fielder, Grantor,
concerning the distribution of a none-fifth share of the residu­
ary trust estate to Lawrence Fielder, who is reported as a miss­
ing person in the State o f Oregon.
And, it appearing that Lawrence Fielder and any unknown heirs
of Lawrence Fe ld e r appear on or before the 26th day of April,
2002, in the C lerk 's O ffice of this Court and do what ever is
necessary to protect his interests.
And, it is further ORDERED that this order be published once a
week for four consecutive weeks in the NEWS AND ADVANCE,

Sealed bids will be received at the Housing Authority of Port­
land (HAP), 8910 N. Woolsey Avenue, Portland, Oregon 97203,
until 2:00 p.m., Tuesday, April 2 3 , 2 0 0 2 for labor and materi­
als for work at an existing office facility within a high-rise build­
ing in the Portland area.
Shortly thereafter, bids will be opened and publicly read. No
bidder may withdraw their bid after the hour set for opening
until after the lapse of sixty (60) days from the bid opening.
The basic work consists of construction of new office walls,
new doors, acoustical suspended ceilings, lighting & electri­
cal renovation, phone & data wiring, HVAC renovation, fire sprin­
kler renovation, painting, carpeting, VCT & sheet vinyl flooring,
and cabinetry.
Bid Documents are available at the HAP Office noted above. A
$50 (fifty) deposit for one set and $20 (twenty) for each addi­
tional set is refundable when docum ents are returned within
10 days after bid opening.
Attendance of bidders is requested at a pre-bid tour of the
project commencing at the project site 4400 NE Broadway, at
10:00 a.m ., Thursday, April 4 ,2 0 0 2 . Questions posed during
the tour, not addressed in the documents, will be answered by
addendum.
The Housing Authority of Portland may reject any bid not in
compliance with the prescribed bidding procedures and require­
ments and may reject any or all bids and waive all informali­
ties if, in the judgment of HAP, it is in the public interest to do

April 10, 2002 at 8:00 a.m. The purpose of the meeting is to
receive the budget m essage and to receive comments from
the public on the budget. A copy of the budget document may
