(AP) — A Hillsboro elementary school prin
cipal has been named to a presidential panel
charged with coming up with ideas to help close
the achievement gap between Hispanic and white
students.
Enedelia Schofield, principal at W.L. Henry
Elementary School, was chosen for President
Bush’s Commission on Educational Excellence
for Hispanic Americans.
Schofield is the only Oregonian to serve on the
panel made up of education, business and com
munity leaders from across the country.
Schofield said it was an honor to be chosen.
When she was in high school, she said, “Coun
selors looked at me and said,' You’re probably
not going to graduate and you’re probably going
to get pregnant, so go ahead and stay home and
learn to cook,”’ she said. “This is really, really
exciting for me.”
Hispanics perform worse than white non-
Hispanic students on achievement tests. That
gap also exists in Oregon, where only 46 percent
of students in the 2000-01 school year met or
exceeded statewide standards in reading. In
contrast, 72 percent of white students met the
guidelines.

Bush Plans Second
Visit to Mexico
(AP) — President Bush will visit Mexico in
March to attend a U.N. conference on economic
growth and development conference and to meet
with Mexican President Vicente Fox, the White
House announced last week.
It will be Bush’s second visit to Mexico. He
went there a year ago in the weeks after taking
office to visit Fox. He has vowed to upgrade
relations with America’s southern neighbor.
Bush will participate in the International Con
ference on Financing for Development in
Monterrey on March 22. It is to provide a forum
for discussing steps for removing obstacles to
economic growth and development.
U.N. Secretary-General Kofi Annan said last
month that the conference must set as its goal a
doubling of current foreign aid levels.
In a July 2001 speech at the World Bank, Bush
called for expanding the circle of development
to include all of the world’s poor.
Bush has developed a strong relationship with
Fox.
“The meetings with Mexico’s president will
be an opportunity to discuss regional issues of
interest to both countries and to review progress
in key areas of the bilateral relationship,” White
House spokesman Ari Fleischer said.
They will discuss border security in the after-
math of the September 11 attacks, as well as
trade, economic development and immigration
issues, Fleischer said.
