Political Participation by Hispanics in Oregon Still Low
(A P) - Hispanic voters exer­
cise little political clout even
though they are O regon’s fast­
est-grow ing m inority. Anthony
Veliz is hoping that a Hispanic
nam e — his — on the May
prim ary ballot will help bring
about a change.
“H ispanic voters are not dis­
enfranchised,” said the 34-year-
old D em ocrat. “They are disen­
gaged.”
H ispanics’ opportunity to be­
com e a political force has come
with the creation o f H ouse D is­
trict 22, established under a new
redistricting plan. The new dis­
trict is about 40 percent H is­
panic.
Veliz has announced he ’ s run­
ning for the new H ouse seat,
but is taking nothing for granted.
Oregon ’ s 250,000Latinos are
the sixth-fastest grow ing popu­
lation o f H ispanics in the coun­
try. Their num bers are expected
to grow to 500,000 by the year
2025.
“T h ere’s a voice there, and it
needs to be enhanced in state
governm ent,” said Veliz.
A Hispanic nam e on the bal­
lot in the district could be auto­
m atically w orth perhaps 10 per­
cent o f the vote, said Bill Lunch,
a political science professor at
O regon State U niversity.
“T here are 101 external fac­
tors,” he said. If the cam paign
takes on an anti-H ispanic tone,
or if there is a ballot m easure
that appears to be anti-H ispanic,
it could bring the L atino com ­
m unity together and increase

ready to house the detainees. A l­
though the base has been used in
the p ast to hold C uban and H aitian
refugees, its m ain purpose in re ­
cen t years has been to refuel and
m aintain N avy vessels in the C a r­
ibbean.

percent each year since 1990.

schools since 1987.
The only H ispanic currently
in the L egislature is Sen. Susan
Castillo, D-Eugene, who is term-
lim ited and running for State
Superintendent o f Public In­
struction.

not believe in the (voting) pro­
cess, in the parties, in the can­
didates,” said Juan A rgum edo,
who heads Voz Hispana, a grant-
funded voter education and reg­
istration project in W oodburn.
