The City of Portland intends amend its Consolidated Plan in
the following ways:
1) AMEND FY 2001-2002 Action Plan of the 2000-2005 Con­
solidated Plan for the City of Portland, City of Gresham, and
Multnomah County, under City of Portland Activities, to add the
following section to page 35, ‘#10 Section 108 Loan Guaran­
tees:
The Section 108 loan guarantee program provides a means of
borrowing private funds to carry out large-scale CDBG activi­
ties by pledging its future Community Development Block Grant
(CDBG)funds as a guarantee for repayment. The city may bor­
row up to five times its annual CDBG amount. Total Section
108 borrowing capacity is approximately $60,000,000, of which
$11,000,000 is now outstanding. All activities must comply
with CDBG requirements, including one of the three National
Objectives, and address one or more of the Portland
Consortium's Consolidated Plan's goals and objectives.
2) AMEND FY 2001-2002 Action Plan to include the following
Section 108 Loan Guarantee activity and resource: The city
intends to make application to the Housing and Urban Devel­
opment to use $2,000,000 in guaranteed loans funds to ac­
quire and develop a 2.25 acre site at 10506-10512 Halsey
Street to develop a neighborhood park. The park is intended to
serve a primarily residential area that is over 51 percent low
and moderate income. The activity will include $1,120,000 for
acquisition of the site, $150,000 for demolition and $750,000
for development of the park. Development will include park
furniture, lighting, toilets, basketball half courts, and a spray
fountain. The activity is eligible for the Section 108 Loan Guar­
antee Program under Section 570.703(1). Community Devel­
opment Block Grant regulations,
Repayment of the loan will begin in 2007 using Tax Increment
Fund revenues from the Gateway Urban Renewal Area.
This activity addresses Principle IV of the Five-Year Consoli­
dated Plan: a goal of public investment should be safe and
stable neighborhoods. The activity also addresses Priority 2:
programs that stabilize low-income neighborhoods. Because
of its regional commercial activities and arterial street sys­
tems, Gateway lacks many of the elements that contribute to
making low and moderate income neighborhoods stable, es­
pecially neighborhood parks. The area, according to a 1999
study, needs a minimum of 17.5 acres of parkland to meet
the City's current ratio of 18.72 acres per 1,000 residents. A
symptom of this severe shortage is that the Gateway commu­
nity has decided that a park activity is the highest priority for
this commercially zoned parcel.
