Notice To Contractors
Sealed bids for the construction of City of Manzanita, Tillamook
County, Oregon, Water Treatment Plant Improvements will be
received by the City until the bid clo sin g tim e of 11:00 A.M.
Pacific Time, November 14, 2001 A four hour period shall fol­
low in which all bidders shall submit to the City of Manzanita a
Subcontractor Disclosure Form, identifying any first-tier subcon­
tractor that will be furnishing labor or material on the Contract.
Refer to Disclosure Form and Instructions to Bidders within the
Contract Documents. The bid opening shall be 3:00 P.M. Pa­
cific Time, November1 4 ,2 0 0 1 , at which time they will be pub­
licly opened and read aloud. Bid opening will be conducted in
the Council Chamber. Bids submitted to the bid closing time are
to be delivered to the City Recorder, P.O. Box 129, or 543 Laneda
Avenue, Manzanita, Oregon 97130-0129.
The project consists of a new water plant, including building,
concrete basins, raw water and finish water pumps, chemical
feed equipment, piping, Memcor Filters (pre-purchased by the
City of Manzanita), electrical and mechanical improvements,
sitework, site piping, and miscellaneous items. The new water
plant will have a capacity of 500,000 gallons per day, expand­
able to 1,000,000 gallons per day.

Copies of the Contract Documents may be purchased by pro­
spective bidders upon receipt of cash or check in the amount of

Deposit made upon procurement of drawings, specifications,
and forms of contract documents will be NON-REFUNDABLE.
Individual sheets and specification pages may be purchased for
the cost of reproduction: Drawings $2.00 per sheet; Specifica­
tion $0.25 per sheet.
Bidders must prequalify with Owner, on Standard Oregon Re­
view Board Prequalification forms, ten (10) days prior to bid
opening. Disqualification statements shall be issued not later
than four (4) days before bid opening by the Owner.
Prequalification forms may be obtained from the Engineer and
should be submitted to the Owner via the Engineer. If a
prequalification form is on file with the Engineer and is not over
one year old, refilling is not necessary unless there has been a
substantial change in Contractor’s status.
No bid will be considered unless fully completed in the manner
provided in the “Instructions to Bidders” upon the form provided
by the Engineer and accompanied by a bid bond executed in
favor of City of Manzanita in an amount not less than ten per­
cent (10%) of the total amount of the bid. Bid bond is to be
forfeited as a fixed and liquidated damage should the bidder
neglect or refuse to enter into a contract and provide suitable
bond for the faithful performance of the work in the event the
contract is awarded them. Fund for the improvements are avail­
able, and monthly payments will be made by check.

The successful Bidder must be registered, or shall become reg­
istered, with the Construction Contractor's Board as required by
ORS 671.530. Bidder is not required to be licensed under ORS
468A.720.
Each bid must contain a statement as to whether the Bidder is
a Resident Bidder as defined in ORS 279.029.
Contracts awarded under this Notice to Contractors will be fi­
nanced with a grant and loan from the U.S. Department of Agri­
culture, Rural Development. Neither the United States nor any
of its departments, agencies, or employees is or will be a party
to this Notice to Contractors of any resulting contract. This pro­
curement will be subject to regulations contained in Part 33

Work included in this project is for public work subject to the
Oregon Prevailing Wage Rate Laws (ORS 279.348 to 279.363).
Bidders attention is directed to the requirements of employment
and minimum wage rates to be paid. No bid will be considered
or received by the City of Manzanita unless the bid contains a
statement by the bidder as part of its bid that the provisions
required by ORS 279.350 are to be complied with. Requirement

Before a Contract will be awarded, compliance with all Rural
Development requirements specified in the Contract Documents
will be subject to Rural Development review and approval.

the bid opening.
