Tri-County Metropolitan Transportation District of Oregon (“Tri-
M et” ) is in the process of issuing its Disadvantaged Business
Enterprise (DBE ) Program Plan for FY 2001-2002.
The Regional Environmental Management Department of Metro,
a metropolitan service district organized under the laws of the
State of Oregon and the Metro Charter, located at 6 00 NE
Grand Avenue. Portland, OR 97232-2736, is requesting pro­
posals for Outdoor Advertising Display. Proposals will be due
no later than 5:00 p.m., September 24, 2001.
Tri-Met would like to have your thoughts, ideas and insights
regarding Tri-Met’s DBE program. The goal o f this feedback
portion of Tri-Met's DBE program is to garner information and •
ideas concerning contracting opportunities and potential barri­
ers for DBEs.
Potential proposers may obtain proposal documents at Metro
Regional Environmental Management Department located at
60 0 NE Grand Avenue, Portland, Oregon 9.7232 or by calling

Tri-Met’s goal for DBE certified participation is approximately
16% of capital funded contracts. Tri-Met’s overall goal for capi­
tal and operating funded contracts combined is approximately
13.45%.
All bids must conform to the RFB format and be complete in­
cluding the use of any required forms. Metro may accept includ­
ing the use of any required forms. Metro may accept or reject
any or all bids, in whole or in part, or waive irregularities not
affecting substantial rights if such action is deemed in the
public interest.

Request For Proposals
The Department of Human Services (DHS) is issuing a Request
for Proposals (RFP) #937 through the Tobacco prevention and
Education Program (TPEP) for the continuation, on-going devel­
opment and implementation of the comprehensive statewide
public awareness and education campaign. DHS seeks propos­
als from communications firms for this contract. The purpose
of the contract will be to maintain high visibility for tobacco pre­
vention in Oregon through a combination of earned and paid
media. A single contract will be awarded with payments not to
exceed $6 million for a two-year period beginning approximately
October 5, 2001. The contract may be extended for up to three
additional years and will not exceed $15,00 0,000 over a 5 year
period.
