The Departm ent o f Human Services (DHS) is issuing a Request
for Proposals (RFP) # 9 3 7 through the Tobacco prevention and
Education Program (TPEP) for the continuation, on-going devel­
opm ent and im plem entation o f the com prehensive statew ide
public awareness and education campaign. DHS seeks propos­
als from com m unications firm s for th is contract. The purpose
o f the contract will be to m aintain high visibility for tobacco pre­
vention in Oregon through a com bination o f earned and paid
media. A single contract will be awarded w ith paym ents not to
exceed $6 m illion for a two-year period beginning approximately
October 5, 2 0 0 1 . The contract may be extended fo r up to three
