The Portland Development Comm ission (PDC) is seeking proposals
from community developers for the sale, renovation and reuse of the
former “Weimer Building" located at 3934 NE Martin Luther King, Jr.
Blvd. in Portland, Oregon. Located in the heart of the King Neighbor­
hood between NE Failing and NE Shaver Streets, the Weimer Building
stands among a cluster of restaurants, lights industrial, and retail
establishments.

The building is a significant neighborhood asset with trem endous
potential and its redevelopment is intended to satisfy specific com ­
munity objectives: create employment opportunities, generate local
wealth, and bring desirable goods and services into the neighbor­
hood. This Request for Proposal (RFP) is intended to continue the
community-based efforts to restore commercial vitality to Martin Luther
King Jr. Boulevard.
No bid will be considered unless in com plete accord with the instruc­
tions to bidders, and submitted upon the official bid from provided to
prospective bidders (included in the bid docum ents). Each bid m ust
be accompanied by bid security in the form o f a bid bond, for not less
than five percent (5%) of the basic bid amount, excluding applicable
State of Washington taxes. Bid security shall be forfeited as dam­
ages should the bidder neglect or refuse to enter into a contract and
provide a suitable bond for Performance/Payment for labor and mate­
rials.
Interested developers should possess the capacity to carry out the
project, experience, and interest in renovation projects, an understand­
ing of the public-private partnership process, and fam iliarity with ur­
ban, community-based initiatives. The selected developer will work
closely with PDC, neighborhood and local business representatives
to prepare and implement a development project that m eets private
and community objectives.
A pre-bid conference for contractors in bidding this project will be at
2:00 P.M., August 22, 2001. At tem porary La Center City Hall, 200
E. 4th Street, La Center, Washington 88629.
The La Center City Council reserves the right to reject any or all bids or
portions thereof.

three distinct areas within the greater Portland area.
