State’s Drug Courts Mark 10 Years
Judges, legislators and public
officials recently gathered at the
state capitol to celebrate the 10th
a n n iv e rsa ry o f O re g o n ’s d ru g
courts, an innovativejudicial effort
that has red u ced crim e, saved
m oney and built stronger co m m u ­
nities.
" O re g o n ’s d ru g co u rts have
m ade a trem endous difference not
only in the lives o f thousands o f
O regonians, but also to A m ericans
across the country,” said W allace
P. C arson Jr., c h ie f ju stic e o f the
O regon Suprem e Court. “O ur state
w as a pioneer in pro m o tin g this
novel idea w hich has been adopted
b y all 50 states.”
O reg o n ’s 15 d rug courts offer
drug offenders in 13 counties in­
cluding M ultnom ah a chance to
stay out o f ja il, get help for their
addictions, and avoid a crim inal
record. T o be eligible for drug
court, participants must plead qual­
ity, adm it an addiction problem and
agree to a year o f participation.
T hose w ho com plete the program
have their arrest record expunged,
w hile those w ho fail are convicted
o f felony drug possession.
O reg o n ’s first drug court, and
the second o f its kind in the U nited
S ta te , w a s e s ta b lis h e d in
M ultnom ah C ounty in 1991. O th ­
ers have follow ed in C lackam as,
C r o o k , D o u g la s , J e f f e r s o n ,
Josephine, Klamath, Lane Malheur,
M arion, U n io n , W allo w a, and
Y am hillC ounties. M ore than 1.000
other drug courts are now in op­
