Currently, billboards flashing

m ent “L ottery gam es should not
be played for investm ent p u r­
p o ses.”
R ep. J e f f M e rk le y said a
“p u nchier” m essage is needed,
one stating that playing the lot­
tery can be addictive.
“H opefully, because it plays a
little bit on cigarette w arnings, it
w i 11 draw a little m ore attention,”
the Portland D em ocrat said.
“L ottery gam es do not present
a w in-w in situation,” he said.
“T o the individuals w ho partici­
pate, they p o se serious risks.”
T he new w arning introduced
b y H B 3 192, passed 45 -9 by the
House, would read “W ARNING:
T he lottery m ay be hazardous to
yo u r financial health” and be
printed in m ore prom inent bold,
12-inch high lettering.

T he new w arning, he added,
m ay help discourage people ad ­
dicted to the lottery.
O th er law m akers questioned
the sta te ’s involvem ent in the
gam bling industry.
“T he m ission o f the O regon
L ottery C om m ission is revenue
and only revenue. T hat is n o t a
good m ission,” said Rep. Cedric
Hayden.
T he E lm ira R epublican w as
also critical o f ads touting the
lottery as a m eans o f giving back
to the state w hile having a little
fun.
“Y ou ’re really not helping the
state w hen you consider that w e
have to bail out all these fam ilies
that fall apart (because o f g am ­
b ling debts),” he said.
Rep. Phil Barnhart, D-Eugene,
said he looked forw ard to the
day w hen the state w o u ld n ’t
have to rely on the lottery for
revenue.
“T his is a bad tax on the
addicted and the poor,” he said.
