O u r support is rooted in our his­
tory o f alm ost 100 years o f ecum eni­
cal w itness in support o f the m ost
vulnerable in oursociety. W hat brings
us to the table today is our strong
sense that the proposed state budget
cuts affect everyone in O regon.
They affect our fam ilies, o u r co n ­
gregations, children in o u r schools,
cluding the kicker, to address the real
needs o f O regonians.
A lthough w e acknow ledge that
the apportions w e seek w ill not m eet
all o f the needs o f vulnerable O rego­
nians who are hungry, o r tem porarily
unem ployed o r w ithout shelter, or
unable to afford safe childcare, w e are
com pelled to ask the state to at least
resto re the cuts proposed in this
budget.
T he projected kicker alone is m ore
than sufficient to address these criti­
cal needs at the levels identified by
the cam paign.

Smith Applauds
Passage of Budget
Sen. Gordon Smith. R-Ore. hailed
Thursday’s passage o f the budget as
a victory for working Oregonians, par­
ticularly those with families.
The budget cuts taxes by $ 1.35 tril­
lion while increasing funds for educa­
tion, natural resource protection, and
health coverage. The budget will also
reduce our national debt and protect
every penny o f Social Security and
Medicare. “This budget means that
working Oregonians will not only be
left with more money in their pockets at
the end o f the month, but that their
families will benefit from better schools,
c leaner water and air, and more acces­
sible health care,” said Smith. “This
budget re-stacks the deck in favor o f
those who play by the rules, work hard,
and want only to provide for their
families. It also protects our seniors
who have paid their dues and now
want a secure retirement.”
The final budget also includes a
provision written by Smith that will
provide $28 billion over the next three
years to help working families obtain
a n d s e rv ic e s th e y h a v e c o m e to
d e p e n d o n. It is u n f a ir to a s k th e

the $70billion in re fundable tax credits
for the purchase o f health insurance
that were included in the president’s
budget. “ W e need to care for those in
our country who, try as they might,
cannot afford health care coverage for
themselves or their families,’ ’ said Smith.
“Health care coverage for low-income
workers can be done in a w ay that will
promote state flexibility, avoid new
bureaucracies, and protect the em ­
ployer-based coverage system while
providing health care coverage to m il­
lions o f Americans who live in fear o f
getting sick or injured.”
Smith said the budget also provides
nearly $80 billion in additional assis­
tance to farmers and ranchers; $300
billion forexpansionofM edicare Pre­
scription Drug Benefits; earm arks
nearly $8 billion to expand Medicaid
benefits to children with special needs;
increases spending for IDEA, a pro­
gram w hich aids disabled students by
$ 1.25 billion and provides $2.6 billion I
for teacher quality training.
