W hat has not been widely publi­ cized is a long-standing year-round program that can help the people w ho need it most. This program is the L ow Incom e Energy Assistance Program ed JEA P. It ’ s targeted for low-income residents and especially low incom e seniors and people with disabilities. .As en­ ergy prices steadily increase, more and more people are finding it very difficult, if not impossible, to pay then- ballooning utility bills. People with limited resources are die m ostculner- able. They tall deeper into debt. Ihey live in inadequately ht and heated rooms. iMany are threatened with the termination o f then electric, gas or w ater service. In som e cases, termina­ tion actually occur . LIEAP funds are used to pay any typeofheahng fuel orutility bill. Hav­ ing this program pay all o rap o rtio n o f a heating or utility bill can mean the difference between having heat and lights and being “left out in the cold.” Residents o f “fen m arket" housing can receive up to $250, while those in subsidized housing can receive up to $125. Energy assistance is not just essential in the winter months. Even w hen the whether in O regon is rela­ tively w arm in the daytime, the night­ time temperatures often drop down into the 40s and 30s. In addition, utilities are needed to operate the lights in most homes as well as the appliances necessary for cooking and refrigeration.
