Airport Rehabilitation Project
The City of Salem Community Development Department - Airport Di­
vision is seeking proposals from qualified persons or firm s to provide
Architectural and Construction Management Services related to Air­
port pavement rehabilitation and other related work at the Salem
Municipal Airport. The project total value (including engineering, de­
sign, and construction management services) is approximately
$901,000. A Federal Aviation Administration (FAA) grant is anticipated
to fund 90 percent (90%) of this project with an anticipated 10 per­
cent (10%) City matching funds. Award of this project is contingent
upon grant acceptance.
Project Description:
The proposed McNary Field fiscal year 2000-01 rehabilitation project
includes the rehabilitation of the terminal ramp, taxiways, A,C,F JtyJ,K
and rebuild taxiways G, S -l 2 and S-13. Part of this funding also
includes preventative maintenance on ramps and taxilanes. This
includes: slurry sealing the North and South taxilanes and crack
sealing central ramp concrete pad. This project shall comply with the
specified standards outlined in all pertinent FAA directives and
Advisory Circulars.
Proposals will be received until, but not after, 5:00 p.m. (local tim e),
Friday, December 2 2 , 2 0 0 0 . One (1) signed (preferably signed in
blue ink) original and three (3) copies of each proposal shall be sealed
in an envelope, addressed to the City Recorder's Office, 555 Liberty
Street SE, Room 205, Salem, OR 97301, showing on the outside of
the envelope the name of the firm and the words “Architectural Ser­
vices for Design and Construction M anagem ent Services for the
Salem Municipal Airport Rehabilitation Project - RFP # 0 0 1 1 3 4 .”
Please identify the original copy with the printed words “Original Copy” .
Proposers mailing proposals should allow normal mall delivery time
to ensure timely receipt of their proposals. Any proposal received
after the scheduled closing tim e for receipt of proposals will not be
considered and will be returned to the proposer unopened. Propos­
als that are delivered to an office other than the office identified
above will not be accepted. It is the sole responsibility of the party
submitting the RFP response to ensure that the proposal is received
a t the designated location on or before the deadline.
The request for proposal documents may be viewed at and are avail­
able from the office o f the City of Salem Contracts and Procurement
Division, 555 Liberty Street SE, Room 330, Salem, OR 97301, week­
days between the hours of 8:00 a.m. and 5:00 p.m., telephone (503)
588-6136.
Any objections to or comments upon the RFP specifications must be
submitted in writing, to the office of the Purchasing Administrator,

no later than ten (10) City business days before the RFP closing date.
The proposals received will be held confidential until award or recom­
mendation for award has been approved by the Community Develop­
ment Director. Thereafter, all proposals will be available for public
inspection at the office of the Contracts & procurement Administrator
at the above address unless specifically requested to keep confiden­
tial (names of firm s and total cost figures may not be held confiden­
tial).
The Department of Community Development will be the sole judge
in determining award of contract and reserves the right to reject all
proposals.

The attention of proposers is directed to the provisions of Chapter

Sealed proposals will be received at the Purchasing Office, Portland
Community College, Room 1513, Capital Center, 18624 NW Walker
Road, Beaverton, Oregon 97006, until 2:00 PM, Pacific Time, Thurs­
day, December 2 8, 2 0 0 0 for the Sylvania Campus Professional Ser­
vices Project.
The College intends to enter into a Professional Services Agreement
with the successful proposer to provide all services required for the
PCC Sylvania Campus Comprehensive Programming Expansion and
Renovation work which includes approximately 54,730 square feet
of new construction and 54,3 5 9 square feet of remodel. Services
are to include, but are not necessarily limited to, coordination with
the City of Portland regarding the existing Master Plan and amend­
ments to that plan if such prove to be necessary, plus full Profes­
sional Services related to all other phases of a typical Professional
Services Agreement.
In order to be considered for selection, proposer shall submit fifteen
(15) copies of their response to the RFP, to arrive at the tim e and
place designated above, with one copy clearly marked “Original Copy
- Sylvania Campus Professional Services Project”, and signed by a
corporate officer or business partner authorized to do so. The Col­
lege will require twenty (20) working days from the due date to review
and evaluate the proposals. At that time, all firms that responded to
the RFP will be notified of their status in the process. Those firms
chosen for further consideration will then be invited for a personal
interview. The interview process may be two tiered depending on the
wishes of the College Review Committee. Once the interviews have
been completed, the Review Committee will make their final selec­
tion known pending Board approval action on March 15, 2001.
The Board of Directors of Portland Community College District re­
serves the right to reject any and all proposals and to waive irregu­
larities.
No proposer may withdraw their proposal after the deadline set for
submittals, before award of a professional Services Agreement, un­
less that award is delayed for a period of greater than sixty (60) days
from the date subm ittals are due.
Each proposal must contain a statement as to whether the proposer
is a resident proposer, as defined in ORS 279.029.
Minority-owned, women-owned and emerging small business enter­
prises will be afforded full opportunity to submit proposals in re­
sponse to this solicitation, and will not be discriminated against on

B. Project Description
Portland Community College intends to enter into a Professional Ser­
vices Agreement with the successful proposer to provide all Profes­
sional Services for the Sylvania Campus Comprehensive Program­
ming Expansion and Renovation work, including but not necessarily
limited to, planning review, Master Plan review and coordination with
the City of Portland, Programming, Schematic Design Phase, Design
Development Phase, Construction Documents Phase, Bidding and
Negotiation Phase, Construction Administration Phase plus any con­
tingent or additional services which may be required during the life of
the agreement, including but not necessarily limited to landscape
design, interior design and furniture selection, cost/claim evaluation
and negotiations, services in connection with any public hearings,
assistance with CM/GC contractor selection processes including re­
view of bids and sub-bids, assistance the College may need in con­
tract and construction administration, and professional support in
any legal proceeding which may grow out of any construction projects
resulting from this agreement. Life of the project will extend for roughly
six (6) years or until all construction has been completed and the
projects accepted by the College.
REQUEST FOR PROPOSALS Notice is hereby given that the Office of
Sustainable Development (ODS) intends to enter into a three-year
contract for professional accounting service with a qualified Certified
Public Accountant or CPA firm. These services are to conduct an
annual review of financial reports submitted to ODS by franchised
residential solid waste and recycling collection companies and two
recycling districts. Additionally, the contractor may be periodically re­
quested by ODS to provide other review and advisory services relat­
ing to both the City’s residential and commercial solid waste and
recycling program.
Proposals are due Monday, December 18, 2000, no later than 4:00
p.m., PST, in ODS's Solid Waste & Recycling Division office at 1120
SW 5“1 Ave., Room 1000, Portland, Oregon 97204. Proposals should
be delivered in a sealed envelope and marked to the attention of
Debbie Yost. The contractor shall provide five (5) copies of the pro­
posal and any supporting materials. Proposals or addendum to pro­
posals received after the deadline will not be accepted. FAX submit­
tals will not be recognized, and postmarks will not qualify as a timely
submittal. Proposals will not be opened by ODS until after the dead­
line.

Proposals shall be reviewed by a consultant selection committee in
accordance with Chapter 5.68 of the city code. Interviews may be
held with the highest rated firms.
Consultants shall be required to conform to the City MBE/WBE and
Equal Employment Opportunity Programs. The City of Portland is

ants are required to evaluate project specifications in endeavoring to
maximize use of MBE and WBE firms. Consultants are encouraged

materials, services and equipment. Consultants identifying subcon­
tracting opportunities are required to maximize outreach to minority
