France Works to Combat
Mad Cow Disease
PA RIS - France announced the suspen
sion ofanim al-based feed for all livestock and
the banning ofT -bone steaks as part o f a series
o f measures to reduce the spread o f cow
disease. Prime M inister Lionel Jospin said the
temporary ban on the use o f anim al-based
feeds forall livestock-including fish, chicken
and pork w ould takeeffect A d ecisio n o n a full
ban w ould be m ade once the French agency
for food safety assesses risks associated with
such feeds, w hich could take 3-4 months.
New Discovery of
Dinosaur Species
R O M E - Italian paleontologists said they
have identified a new species o f dinosaur,
w hich lived200miUion years ago and is one o f
the oldest meat-eating reptiles ever discov
ered. Fossil fragments found in northern Italy
show the dinosaur w as m ore than 25 feet long,
had a long neck and w eighed over a ton.

Portland Community College bond mea
sure. In its third attempt on the ballot,
district voters approved the S 144 m il
lion bond in the Nov. 7 General Elec
tion with about 61 percent o f the voters
saying “yes.”
PCC president Daniel M oriarty said
that the victory was due to the excel
lent reputation o f the college and the
many services that it provides.
“That is the bedrock on which we
won this election,” M oriarty said. “I
want to thank all o f our communities
for the trem endous show o f support.
The victory belongs to the people; the
everyday people who come to the col
lege.”
College Board Director David Kish,
who chaired the Friends o f PCC advo
cacy campaign, said the vote is a re
flection o f the importance o f education
in this election. People focused on what
was important and voted on targeted
improvments for schools.”
The bond will provide for more class
rooms and laboratories, help upgrade
technology and repair and m aintain
aging buildings. The bond will cost
property taxpayers an estim ated aver
age o f 11 cents per thousand o f as
sessed property value, spread over a
maximum o f 23 years. Voters actually
approved the m easure in the May Pri
mary in an earlier election, but the
measure did not pass because turnout
in the elections was slightly under the
needed 50 percent.

lion. M oriarty said the college must
now decide which projects to start
first. “We will most likely issue the
bonds in December. Then, we can
begin immediately to work on some of
the upgrades to existing classrooms
and labs, and begin repair and renova
tions,” he said.
Moriarty said the projects are likely
to be spread out over the next 10 years.

(AP) — Florida's top elections
official announced Tuesday night
that Texas Gov. George Bush holds
a 300 vote lead over A1 Gore based
on returns subm itted by all 67 coun
ties. She said she would consider
updated subm issions from three
counties where the vice president
has requested manual recounts.
One week after the election, Re
p u b lic a n S e c re ta ry o f S ta te
K atherine H arris said Bush has
2,9 1 0 ,4 9 2 v o tes and G ore has
2,910,192 — a difference of 300
votes out o f 6 m illion cast. An un
known additional number o f over
seas absentee ballots remain to be
counted by Friday night, she added.
The unofficial tally by The Asso
ciated Press, which includes some
hand counts, showed Bush with a
286-vote lead.
Hours after a Florida judge issued
a com plicated ruling on the contro
versy, Harris said her office was
requiring officials in Broward, Palm
Beach and M iami-Dade counties to
explain the “ facts and c irc u m
stances" that support their desire to
proceed with manual recounts She
set a 2 p.m. W ednesday deadline for
the counties to reply.
