REQUEST FOR PROPOSAL

The Regional Environmental M anagementDepartment(REM )ofM etro,a
metropolitan service district organized under the laws o f the State of
Oregon, and the 1992 Metro Charter, located at 600 NE Grand Avenue,
Portland, Oregon 97232-2736, is requesting proposals to investigate what
long term outreach strategies, tactics, and implementation plans will be
effective at increasing source separated recycling and salvage/
deconstruction at construction and demolition sites.
Metro is the regional governments responsible for coordinating the
region’s solid waste and recycling system. This includes the development
o fa regional solid waste plan, implementing waste reduction programs and
providing technical assistance to local governments and others on waste
reduction strategies. Metro is also responsible for disposal o f solid waste
generated within its boundaries. City and county local governments are
responsible for licensing or franchising o f solid waste collection within
their jurisdiction. Local jurisdictions also ensure that households and
businesses are provided with recycling and other waste reduction services.
Proposals will be received at the reception desk o f REM, Attention Bryce
Jacobson, 600 NE Grand Avenue, Portland, Oregon 97232. Until 4:00PM
PDT on Friday, July 14,2000. Details concerning the project are contained
in the request for proposal (RFP). Copies o f the RFP and background
documents may be obtained by contacting Regional Environmental
Management at (503) 797-1650.
Proposals must conform to the RFP format and be complete including the
use o f any forms. Metro may accept o f reject any or all proposals, in whole
or in part, or waive irregularities not affecting substantial right if such action
is deemed in the public interest.

Description: Work contemplated consists of, but is not limited to, roto-
milling out 3-inches o f existing airport ramp pavement and re-paving with
approximately 600 tons o f asphalt concrete. In addition replacing and
existing manhole lid and replacing paint stripes. Below thejet bridge the
existing asphalt concrete is to be removed and replace with concrete. The
area is approximately 25 by 63 feet. The project is located at the Eugene
Airport in Eugene, Oregon.
