The urban design component o f the project is the must critical and the successful respondent will play a central role in determining the future o f the District The Rose Quarter District is the location for the Rose Garden Arena, Memorial Coliseum, Oregon Convention Center and Rose Quarter T ransit C enter. The Oregon Convention Center opened in 1990. The Rose Garden Arena complex opened in 1994. No other significant development has occurred within the area since that time. Sev eral ofthe development sites and retail spaces within the area are underutil ized or vacant. There are two otherm ajorow nershipsinthedistrict: the Dreyfus Company which owns and operates a major grain facility and the Portland School District which owns an office/warehouse complex and several acres o f surface parking. There are approximately ten other ownerships, all under one-acre, within the project area. The Rose Quarter Design and Development Project will create an urban design plan that suggest what uses are appropriate, where development should occur and how mobility and access to the District can he assured. The project will also produce a development strategy that identifies specific private and public actions needed to achieve the desired urban design. Other project components such as real estate market analysis and transportation planning will be selected through a separate process.
