w ithout regard to a three-m onth tim e
limit as long as they participate in an
em ploym ent and training program.

the O regon D epartm ent o f Human
Services, w hich now will be able to
operate a single food-stam p program
for all recipients. T he governor
su b se q u e n tly a sk e d th e fed eral
governm ent to designate 30 Oregon
counties as “ labor surplus” areas,
m eaning that special federal rules for
able-bodied adults w ithout children
w ould not apply. In the rest o f the
state, the DHS Adult and Family
Services D ivision will use special
exem ptions to be able to offer the
sam e ran g e o f em p lo y m en t and
training services as well as eliminate
the three-m onth tim e limit. AFS is
using a variety o f m eans to notify
current and prospective recipients,
such as fliers that will be mailed to all
food stam p clients, including those
w hose cases have recently closed;
fliers for food banks to put in food
boxes; and posters that initially will
be in English, Russian, Spanish and
V ietnam ese. A bout 116,000 Oregon
households receive food stamps. The
average benefit per household is
about $ 149. Benefit costs are paid by
the federal governm ent, which shares
a d m in is tra tiv e c o s ts w ith sta te
governm ent.
