Civic Center
(City officers and Central Library)
This project will consolidate leased and ow ned City office space through
dow ntow n into one facility. The Civic Center project also includes space
fo ra new central library. In response to the C ity ’s REP. six proposals w ere
submitted. Tw o o f those proposals w ere selected for lurther evaluation.
A request for additional inform ation and a further refining o f each o f the
proposals is expected to be com pleted in May. A discussion w ith the City

Esther Short Park
The Esther Short Park Town Square Com m ittee rev iewed theT ow n Square
M asterplan and approved the plan as subm itted the w ater feature within
the plan is an exception to be studied further. T he M asterplan will go
forw ard to the City Council in a w orkshop session on M ay 8th. The
consultant Murse & A ssociates will begin the final design docum ents and
construction is slated for fall 2000. Project com pletion is anticipated by

Heritage Place
Heritage Place, 137 condom inium s and 13,000 s.f. o f retail, is on schedule
with the first units available for "m ove-in” during June 2000. Pre-sale o f

Killiam Pacific - West Coast Bank
Building
This project consistsof65,000s.f. commercial space, 23 upscale residences
and 233 public structured parking spaces. G roundbreaking took place in
M arch, w hile dem olition o f the old Frontier building is anticipated in the
near future. Com pletion is expected in March 2001.
Kirkland Union Manor
(15th and Markle)
This 61 -unit residential project is designed for independent elderly living.
The developer received a $4.8 million HUD grant in 1999 and w e should see
construction begin around May 2000.

and w eighs 200 pounds. His last
known address is on N ortheast
9 3 rd Avenue. H owever investigators
believe he may have fled to the Eugene
area.

At approximately 4:30 am on May 8,h, 2000, a Vancouver Police officer was
involved in a tw o-ear, m inor injury collision. The collision occurred in the
intersection o f E. Fourth Plain Boulevard and Grand Boulevard. The
prelim inary investigation show ed that the patrol vehicle was w estbound
on E. Fourth Plain Boulevard traveling through the intersection on
“routine patrol” . T he second vehicle, a pickup truck pulling a 14-ft. boat
and trai ler, was southbound on G rand Boulevard through the intersection.
W itnesses indicated that the southbound truck tailed to stop at the red
traffic signal, and it collided with the patrol ear in the intersection. Both
vehicles cam e to rest in the intersection. N either vehicle appeared to be
reported to C rim e Stoppers, w hich
leads to an arrest in this case or any
unsolved felony crim e, and you can

V ancouver Police O fficer Patrick Johns was transported by am bulance to
Emanuel Hospital w here he was treated for back and neck pain and then
released. The other driver, D onald Roe, was uninjured.
No infractions w ere issued, and the V ancouver Police T raffic Unit is
continuing the investigation.

identifying and apprehending the
suspects responsible to r a series ot
“take over” type tavern robberies.
Since April 5th o f this year, at least
seven taverns have been robbed in
N ortheast and Southeast Portland.
In each o f the ro b b eries, w hich
o cc u rre d betw een m id n ig h t and
closing tim e, tw o o f three arm ed
su sp ects en tered th e ta v ern and
ro b b ed b o th th e b a rte n d e r and
p a tro n s.
W h en c h a lle n g e d by
anyone in the tavern, the suspects
becam e extrem ely violent.
The suspects are described as two to
three young black m ales, sixteen to
tw enty years o f age. Because o f their
actions and clothing, investigators
believe the suspects may have gang
affiliations.
