The proposed contract is subject to the following regulations:
1. The proposed contract is under and subject to Executive Order 11246
o f September 24, 1986, and to the Equal Employment Opportunity
(EEO) and Federal Labor Provisions.
2. All labor on the project shall be paid no less than the minimum wage
rates established by the U.S. Secretary o f Labor.
3. Each bidder must supply all information required by the bid documents
and specifications.
4. The EEO requirements, labor provisions, and wage rates are included
in the specifications and bid documents.
5. Each Bidder must complete, sign, and furnish with his bid a
“Certification o f Nonsegregated Facilities” and a statement entitled
“Bidder’s Statement o f Previous Contracts Subject to EEO Clause,”
and other statements and forms as contained in the Bid Proposal.
6. A Contractor having 50 or more employees and his subcontractors
having 50 or more employees and who may be awarded a subcontract
o f $50,000 or more will be required to maintain an affirmative action
program, the standards for which are contained in the FAA Required
Notices And Regulations.
7. To be eligible for award, each Bidder must comply with the affirmative
action requirements which are contained in the specifications.
8. Disadvantaged business enterprises will be afforded full opportunity
to submit bids in response to this invitation and will not bediscriminated
against on the grounds o f race, color, or national origin in consideration
for an award o f any contract entered into pursuant to this advertisement.
9. This contract will be funded in part by a grant from the Federal
Aviation Administration. In accordance with federal requirements.
Lane County has determined that this Contract has subcontracting
possibilities and has, therefore, established a goal on this Contract o f
10.0 percent for the use o f Disadvantaged Business Enterprises.

Prevailing wage rates for public works contracts in Oregon are required
for this project. Nobid will be received or considered by the County unless

provisions o f ORS 279.350 or 40 U.S.C. 276a, and 2) a statement as to
whether the bidder is a resident bidder as defined in ORS 279.029.

The Regional Environmental Management Department o f Metro, a
metropolitan service district organized under the laws o f the State of
Oregon and the 1992 Metro Charter, is requesting proposals for the
transport, recycling, treatment, storage, and disposal of materials collected
in M etro’s Household Hazardous Waste and Conditionally Exempt
Generator Waste Collection Programs (RFP#00R- 12-REM). Proposals
will be due no later than 3 :00p.m. PDT, Friday May 26th, 2000, in M etro’s
business offices located at 600 NE Grand Avenue, Portland, Oregon

Metro has divided wastes into 28 categories. These 28 categories are
grouped into nine different groups o f similar categories. Each group will
be evaluated separately. Proposers may submit proposals for disposal o f
one group, several groups, or all groups. Metro may award several
contracts for one or more groups or may award a single contract if one
