Background
The City o f Sherwood is a fast growing community located in the
southwest comer of the Portland metropolitan area. The city’s current
population is approximately 9500. The population at build-out in 20 years
is expected to range from 20,000 to 25,000.
Presently the Sherwood Police Department is housed in a historic
downtown building that once served as city hall. This facility is inadequate
for present and future needs o f the police department.
In early 2000, the city purchased a 3.2 acre site to build a new Police
Facility. The site is located immediately north o f the intersection o f Edy
and Borchers Roads in Sherwood. Oregon. To fund construction o f a new
police facility, the city intends to put a bond measure on the ballot later
in 2000. Prior to seeking voter approval o f the bond issue, the city needs
to develop preliminary designs for the new facility and define the
anticipated costs o f the facility.
Scope O f Services
a. Using input from city staff, define building needs currently and in the
future when Sherwood is at build-out.
b. Develop preliminary building floor plans and site plans to determine
overall space needs.
c. Develop construction cost estimate based on preliminary building
and site design.
d. Review design and construction alternative approaches, where
applicable.
e. Prepare artist rendering o f potential building and site design to be
utilized during the bond approval process.

RFP issued March 8,2000
Proposals due at Sherwood City Hall March 31,2000
Consultant selected April 19,2000
Completion o f services under this RFP July 31,2000

Selection o f a firm to develop the final design and construction drawings
will be conducted under a separate RFP process after approval o f the
bond issue.
