All bids must be accompanied by lawful monies o f the United States or a
Cashier’s Check, a Certified Check, Bid Bond, Bank Money Order or Bank
Draft, drawn and issued by a National Banking Association located in the
State in which the work is to be accomplished or by any Banking Corporation
incorporated under the Laws o f the State in which the work is to be
accomplished in an amount equal to not less than five (5) per cent ofthe total
bid amount, payable to the order o f the City o f Bums, as liquidated damages
in the event said successful bidder shall fail or refuse to execute the contract
in accordance with the terms o f his bid. After a contract is awarded, the
successful bidder will be required to furnish a separate Performance Bond
and a Payment Bond, each in the amount o f one hundred per cent (100%)
o f the contract amount.
The EEO requirements, labor provisions and wage rates are included in the
specifications and bid documents and may be inspected at City Hall, City
o f Bums, 242 S. Broadway, Bums, Oregon. Plans and specifications may be
obtained on the deposit o f Fifty Dollars ($50.00) non-refundable, for each

TheCity reserves the right to reject any or all bids and to waive irregularities.
The Contractor will be required to comply with the wage and labor
requirements and to pay minimum wages in accordance with the schedule
o f wage rates established by the United States Department o f Labor as
referenced in the Contract.
The Bidder must supply all the information required by the documents and
specifications.
The Bidder is required to submit aCertificationofNonsegregated Facilities
(included in the Proposal form).
A Contractor having 50 or more employees and his subcontractors having
50 or more employees and who may be awarded a subcontract of $50,000
or more will be required to maintain an affirmative action program, the
standards for which are contained in the specifications.
To be eligible for award each bidder must comply with the affirmative action
requirements which are contained in the specifications.
The proposed contract is under and subject to Executive Order 11246 of
September 24,1965 and to the Equal Employment Opportunity (EEO) and
Federal Labor Provisions.
TheC ity o f Bums has established an overall DBEgoal forthe year. Under
this contract, the City is adopting a race-neutral means of facilitating DBE
participation. The bidder shall not discriminate on the basis o f race, color,
national origin, or sex in the performance o f this contract. The bidder shall
carry out all applicable requirements o f 49 CFR Part 26 in the award and
administration o f DOT assisted contracts.
As required by 49 CFR Part 26, the City is required to create a bidders list,
consisting o f information about all DBE and non-DBE firms that bid or quote
on DOT-assisted contracts. The purpose o f this requirement is to allow use
o f the bidders list approach to calculating future overall DBE goals. As per
the requirements ofthe Proposal Section, all Prime Bidders submitting bids
on this project must submit, with his or her bid, a list including the name,
address, and DBE/non-DBE status o f all subcontractors and suppliers that
bid or quote for work underthis contract. Failureto provide this information,
as outlined in the Proposal Section, will make the bidder non-responsive and
not eligible for award o f the contract.
Bidders presently debarred, suspended, proposed for debarment, declared
ineligible, or voluntarily excluded from participation in this transaction by
any Federal department or agency are not eligible for award. •
TheC ity o f Bums reserves the right to reject any and all bids and to waive
irregularities. Bids may not be withdrawn for a period of ninety (90) days
after opening. The Owner reserves the right to extend the period to hold
proposals beyond the specified ninety (90) days, provided that mutual
consent is obtained from the successful bidder.
The Pre-Bid Conference, as Provided for the Special Provisions o f the
Specifications, is hereby established at 10:00 a m. local time on February 2,
2000, at the Airport Terminal Building, Bums Municipal Airport, Bums,
Oregon.

Request For Proposals the City o f Portland Office o f Finance &
Administration requests proposals from qualified firms or individuals
with demonstrated experience in providing similar services in highly
unionized organizations and other government agencies, to conduct
an assessment o f current citywide human resources systems and
functions, both formal and informal, to determine if they meet the
strategic needs o f our operating bureaus and the City as a whole. The
assessment will also determine if strategic options exist which may be
beneficial to the City and that will support the strategic planning
efforts o f the Bureau o f Human Resources as they develop their
strategic partnership with the operating bureaus.

Contractor for this work shall furnish all labor at current State of Oregon
prevailing wage rates, materials and equipment and services o f all kinds
to complete the work in accordance with the plans and specifications
therefor.
Prior to obtaining plans and specifications, contractors must be a holder
o f or purchase ($50) the current City ofGresham Public Works Standards
(July 20,1993) as shown by the records ofthe Department of Environmental
Services.
Plans and specifications may be examined at the office of the Department
ofEnvironmental Services, 1333 N.W. Eastman Parkway,Gresham,Oregon.
Copies o f said plans and specifications may be obtained upon application
to the Department o f Environmental Services and by posting a non-
refundable fee o f $25 with the DepartmentofEnviromnental Services for
each set o f plans and specifications requested. If plans and specifications
are ordered by mail, you must add a $5.00 processing and mailing charge.

Contractors must prequalify for construction with the City ofGresham,
as required by the laws o f the State of Oregon, before the date of the bid
opening. Otherwise, their proposal may not be given consideration.
Contractors shall obtain a City o f Gresham business license prior to
commencing work.
The contractor is required to pay a fee to the Bureau o f Labor and
Industries pursuant to the provisions ofORS 279.352 (2) and section 5(1),
ch 594,1996 Oregon Laws. This fee is one-tenth o f one percent o f the price
o f this contract, but not less than $100 nor more than $5,000, regardless
o f the contract price.
All proposals must be submitted on the regular forms furnished by the
City ofGresham, addressed and mailed or delivered to the Department of
Environmental Services, City o f Gresham, in a sealed envelope plainly
marked, “Sealed Bid forthe E. Powell/W. Powell/SWTowle/NW Florence
Waterline, Project No. 413200,413500 & 419300, bearing the name and
address o f the bidder. Each must be accompanied by a certified check,
cashier’s check or bid bond in an amount not less than ten percent (10%)
o f the total bid. A performance and payment corporate surety bond in the
full amount o f the contract shall be required to guarantee faithful
performance o f the terms o f the contract at the time o f contract execution.
In determining the lowest responsible bidder, the public contracting
agency shall, for the purpose o f awarding the contract, add a percent
increase on the bid o f a nonresident bidder equal to the percent, if any, of
the preference given to that bidder in the state in which the bidder resides.
Each bid must contain a statement as to whether the bidder is a resident
bidder, as defined in ORS 279.029.
Each bid must contain a statement by the bidder that the provisions of
ORS 279.350 will be complied with.
Each bidder must file with his bid an affidavit of non-collusion.
The City o f Gresham reserves the right to reject any and/or all bids, waive
informalities or to accept any bid which appears to serve the best interests

8910 N. W oolsey Avenue, Portland, Oregon 97203, until 2:00 p.m.,
Thursday February 17,2000 for labvr, materials, and services for interior
cleaning and painting o f vacant apartment units at existing residential
locations. Shortly thereafter, bids will be opened and publicly read. No
bidder may withdraw their bid after the hour set for opening after the lapse
o f sixty (60) days from the bid opening.
The basic work consists o f cleaning and/or painting interiors ot 600 to
700 housing units annually The contract will be open-end and bids will
reflect unit prices for the work. All work to be identified by Change Order.
Work Locations may be anywhere within Multnomah County.
The Contract will be awarded for a one year period and bids will be
accepted on a unit price basis. A one year contract extension may be
considered for exceptional performance, at the discretion ot the Housing
Authority o f Portland.
Bid Documents are available at the HAP Office noted above. A $20
(twenty) deposit for one set and $10 (ten) for each additional set is
refundable when documents are returned within 10 days after bid
opening.
A HAP representative will conduct a pre-bid tour of selected units
commencing at 9:00 AM on February 9.2000 and attendance oJ-hlthisrs
is mandatory. Bidders will meet at the HAP Maintenance Office orientation
for a prior to the tour. Questions posed at that time, when not addressed
in the specification will be answered by addendum and mailed or taxed
to all bidders.
A minimum bid security o f $2,500 is required with the contractors
submitted bid
The successful bidder will provide satisfactory Performance and
payment Bonds to satisfy 100% o f a $50,000 contract consideration. The
Contract will be a service Contract and as such will not be subject to
withholding o f retainage sums.
Execution o f an affidavit o f MBE participation ( H AP-421 ) is required ot
each bidder in order to qualify each bidders bid. A Minimum of 20%
participation is strongly desired.
The Housing Authority o f Portland may reject any bid not in compliance
with the prescribed bidding procedures and requirements and may reject
any or all bids and waive all informalities if, in thejudgment o f HAP, it is
