MIAMI - The Immigration and Naturalization Service
says it doesn’t plan to try to force 6-year-old Elian
Gonzalez to go back to Cuba. The INS had ruled last
week that the boy’s father in Cuba should have
custody, but yesterday, a federal judge ruled that the
boy should stay with relatives in the U.S. pending a
custody hearing in March. The boy’s great uncle in
South Florida is also seeking custody.

DECATUR, 111. - A federal judge says the six students
On January 7,2000, at 8:25 am, Officers from the Vancouver
Police responded to Discovery Middle School on a report
o f an attempted abduction of a student. A 12 year old boy
reported he was walking to school on 39th street when a
white pick up truck pulled up next to him at P St. the driver
asked the boy if he wanted a ride and the boy declined. The
driver followed the boy in his car another 10 feet before
getting out o f the truck and grabbing the boy’s forearm.
The boy pulled away and reported the incident to the
school.
The driver is described as mid 50’s, white male with full
mustache and beard, glasses wearing a red and white
flannel jacket. The suspect’s hair was reportedly short on
top and longer down the back o f his neck.
A seracn o f the area by police was negative.

The Beaverton Police Department, in cooperation with
Crime Stoppers, is asking for your help in identifying and
apprehending the individuals responsible fora robbery.
On Wednesday, October 27, 1999, at approximately 3
o ’clock in the morning, two male suspects walked into a
7-Eleven store located at 8106 Southwest Hall Boulevard
in Beaverton.
Suspect #1 removed a knife from his right sock and
demanded money from the clerk, while suspect #2 stood
nearby holding a handgun. When the clerk told the
suspects he was not able to remove money from the safe,
the two took beer from the cooler and left the store
without paying.
Suspect # 1 is described as a white male 22 to 23 years
ofage, 5’8” tall, weighing 165 pounds, with short brown
hair, and a tattoo that wrapped around his upper left arm.
At the time, he was wearing a baseball hat, short-sleeve
button-down shirt, and dark colored pants. He was armed
with a knife described as 12-inches long, with a black
handle and jagged blade.
Suspect #2 is described as white male 20 to 22 years of
age, 6 ’0 tall, weighing 210 pounds, with short brown hair,
a round face, and long sideburns. At the time, he was
wearing a long-sleeve winter sweater with a snowflake
design around the mid-section, a white T-shirt under the
sweater, white shorts, and sandals with no socks. He was
armed with a small black handgun, which he carried in the
waistband o f his shorts.
Crime Stoppers is offering a cash reward o f up to $ 1,000
for information, reported to Crime Stoppers, which leads
to an arrest in this case or any unsolved felony crime, and

apprehended
8600 Block N.E. Brazee Street
On January 5, 2000, at 2:42 p.m., 26 year-old
Thearone Giles was taken into custody on a
Multnomah County arrest warrant for Murder.
Giles is the suspect in the Shooting death o f 32
y e a r-o ld Ronald A nthony Johnson. The
shooting took place at 1:30 a.m., on August 26,
1999, at Cisco and Poncho’s Restaurant, located
at 107 N.W. Fifth Avenue.
Giles was taken into custody by East Precinct
U niform O fficers, D etectives and Special
Emergency Reaction Team Officers at a residence
located in the 8600 block o f N.E. Brazee Street.
P o rtla n d P o lice D e te c tiv e s have been
periodically checking residence where Giles was
believed to frequent. On January 4, 2000,
Detectives thought they may have observed
Giles at an apartment at S.E. 1 ^ /D iv is io n Street.
Surveillance was maintained on the apartment
and Giles was seen leaving the apartment complex
in the back o f a U-Haul truck. The truck was
followed to the Brazee residence where Giles
entered. When he left the residence to enter a
vehicle he was arrested without incident.

Fatal traffic accident
S. E. 39"’ Avenue/Franklin Street
On January 6,2000, at 7:58 p.m.. Traffic Officers
responded to a fatal two-car collision at S.E. 39lh
Avenue and Franklin Street. A male, driving a
1991 Jeep C h ero k ee w as p ro c e e d in g
northbound on S.E. 39,h Avenue, possibly with
his headlights out, according to witnesses. A
female, driving westbound in a 1986 Toyota
Tercel, stopped at the stop sign on S.E. Franklin
Street at 39lh Avenue. She then pulled out onto
S.E. 39,h Avenue and was struck by the
northbound Jeep.
The female was pronounced dead at the scene..
Both drivers were alone in their vehicles at the
time o f the collision. The male was not injured.
The deceased is 49 year-old Catherine Ann
Waibel, a resident of S.E. Portland.
Michael Theodore Young, 25 years old, who
resides at 3630 S.E. 39,h Avenue, Apartment
#23, was arrested and charged with Negligent
Homicide and Driving Under the Influence o f
Intoxicants. Bail has been set at $5,654.

Rate Hike
W ASHINGTON - Postal rates may be going up, but
if they do, it won’t be until 2001. The Postal Service
announced the new rates today - 34 cents for letters
and 21 cents for post cards. The proposal now goes
to the Postal Rate Commission, which will hold
hearings before ruling on the request. In addition to
the increase in the base rate for a first-class stamp, the
charge for each additional ounce would rise from 22
cents to 23 cents. Priority mail would rise from $3.20
to $3.45 for the first pound, and the first half-pound
ofExpress Mail would increase from $ 11.75 to$ 12.30.

The City o f Vancouver invites the public to help develop
a master plan for the East Vancouver Civic Campus, that
will include a parks and recreation community center, a
police precinct and a public works maintenance compound.
The proposed location is at Haagen Park, on NE 136,h
Avenue between 9lh and I5lh streets.
Input will be sought at a series o f public forums to be held
Thursday evenings at Cascade Junior High School, 13900
NE 18,h St. Meetings are scheduled for Jan. 27,7 to 9 p.m.;
Feb. 24,6:30 to 9:30 p.m.; and March 30,7 to 9 p.m. those
who may use the new facility, or have an interest in the
development of civic facilities in our community are
encouraged to participate. Childcare will be available at
these forums.
Annexation ofthe area east o f1-205 in 1997 brought 58,000
residents into the City o f Vancouver. By 2004, 105,000
residents are expected to live in the area. To meet the long
term growth demands the VancouverCity Council approved
funds in 1999 to support the design o f a master plan for a
combined facility to bring city services and activities
closer to our eastside residents.
Representatives from neighborhoods, Parks and
Recreation Advisory Commission, East Police Precinct
Advisory Commission, local businesses, Chamber of
Commerce, the Evergreen School District, ADA, and youth
were appointed as a citizen steering committee to work with
city staff and consultants to develop the master plan. Ideas
generated from this process will also be considered in a
subsequent public engagement process to design Haagen
Community Park.
