El papa Juan Pablo 11 censuró hoy
las desigualdades sociales entre
ricos y pobres en Asia y dejó
entrever tam bién una crítica al
sistem a de castas indio, en una
m isa que celebró hoy en N ueva
Delhi.
El religioso llam ó a las decenas
de m iles de creyentes que se
reunieron en el estadio Jawaharlal
N e h ru a lu c h a r c o n tr a la s
“ e s tr u c tu r a s s o c ia le s de la
desigualdad” .
A la vez, el sumo pontífice reafirmó
que la Iglesia C atólica seguirá
intentando convertir a creyentes
de otras religiones, a pesar de las
fu erte s protestas de radicales
hindúes, y tuvo duras palabras
para la persecución de cristianos
enC hin a.
La m isa de hoy en la capital india,
a laque asistieron según diferentes
fuentes entre 40 000 y 60.000
personas, fue el punto culm inante
de la visita de tres días del Papa a
India.
“De un lado, ha habido un enorm e
progreso económ ico y tecnológico,
p ero de o tro e xiste n to d a v ía
situaciones de extrem a pobreza e
injusticia” , dijo con respecto al
desarrollo en Asia.

Juan Pablo 11 estuvo tres días en la India, en una delicada visita debido
a la protesta de los extremistas hindúes.
Otras de sus declaraciones fueron
interpretadas com o una crítica al
sistem a de castas del país, que
condena a la pobreza aún hoy a
m illones de “intocables” , la casta
m ás baja de la estructura social.
Así, Juan Pablo II a firm ó sin
m e n c io n a r e x p re s a m e n te el
s is te m a de c a s ta s q u e “ lo s
pecados de personas individuales
se transform an en una estructura
social de injusticia”, pues hay “una
desigualdad económ ica y cultural
que discrim ina a la gente y la
em puja a los m árge ne s de la
sociedad”.
Debido a las protestas de hindúes
radicales la m isa se rea lizó en
m edio de fu erte s m e d id a s de
seguridad. A pesar de ello, el jefe
de la Iglesia C atólica rechazó la
p ro p u e s ta de las fu e rz a s de
seguridad indias de predicar desde
detrás de un cristal a ntibalas.
La tarea en Asia

las protestas de los hinduistas
radicales.
Ninguna religión debe d om inar a
otra, advirtió, p ero el m isionar es
un precepto cristiano. La libertad
de c o n fe s ió n es un d e re c h o
hum ano, subrayó, y éste incluye
el derecho a ca m biar de religión.
En su discurso de cierre del sínodo
de obispos asiáticos, el Papa
m an ifestó su re s p e to p o r las
religiones hindú, m usulm ana y
judía, pero añadió que “los valores
religiosos que enseñan esperan
realizarse en Je sucristo ” .

Gobierno Colombiano defiende
de zona desmilitarizada

El G obierno C olom biano defendió este dom ingo la
utilidad de la zona de 42.000 km 2 del sur del país,
desm ilitarizada desde el 7 de noviem bre de 1998
para facilitar el esquem a de paz con la guerrilla
m arxista de las FARC, aunque adm itió que ha habido
“algunos inconvenientes” relacionados con el respeto
a los derechos hum anos.
“Transcurrido un año desde su puesta en m archa, un
balance de la zona de distensión perm ite establecer
que ha sido útil com o instrum ento al servicio del
d iálogoy la negociación” , señaló el Alto Com isionado
para la Paz, V íctor R icardo, en una carta publicada
por el diario “El Tiem po".
En otras declaraciones a la prensa, el funcionario dijo
que el m ecanism o de la zona desm ilitarizada -
cuestionado por los m ilitares, un sector de la derecha
política de C olom bia y líderes de diversos sectores
estadounidenses- ha permitido “crear confianza entre
las partes y a vanzar en el plan de paz com o nunca
antes en la historia del país” .
Ricardo recordó que el presidente colombiano, Andrés
Pastrana, ordenó el retiro de las tropas regulares de
los cinco m unicipios com prendidos en el área de
42.000 km 2 “am parado en la ley y por una decisión
autónom a, y no en respuesta a una conquista armada
de la insurgencia” .
Los críticos del “experim ento d e paz” -com o lo llam a
el G obierno- y la jefatura m ilitar afirm an que las
Fuerzas A rm adas R evolucionarias de C olom bia
(FAR C) no están utilizando esa región para avanzar
en el diálogo, sino para reforzar su aparato de guerra
y com eter abusos contra los lugareños.
Algunos inconvenientes
R icardo escribió en la carta publicada por “El Tiem po"
que, noobstante la utilidad de lazonadesm ilitarizada
para llevar adelante el plan de pacificación, “se han
registrado también algunosinconvenientesytraspiés”.

the appointm ent o f a task force to
exam ine the co u n ty ’s policies o f
renting beds in it adult and juvenile
co rrec tio n fa c ilitie s to the U .S .

Service. T hese beds are paid for by
INS to detain individuals based solely
on their im m igration status.
The ordinance authorized a task force
o f public safety and im m igration
stakeholders to begin the w ork o f
researching INS detention policies
and the im pact o f those policies on
the county's public safety system .
T he task force will exam ine the
follow ing questions:
H ow do public safety stakeholders
interact w ith each other to carry out
the INS hold policy? H ow w ould any
change in the policy effect the public
safety system ? W hat is the process
that detainees go through w hile they
are u nder INS holds? W hat are their
rights for legal representation?
In 1996, the U.S. Congress passed
im m igration law s ensuring that INS
d e te n tio n

dram atically.” It has failed how ever,
to take into account the hum an costs
o f new laws or the trem endous burden
placed on the INS and local jails in
im p le m e n tin g

changes,” Com m issioner C ruz noted.
By A ugust 1998, the num ber o f
individuals detained nationally by
the INS reached approximately 15,000
an increase o f roughly 70 percent
from ju st tw o years earlier. By the
year 2001, the INS estimates that more
than 23,000m e n , women and children
will be im m igration detention.
The INS is scram bling for bed space
to h o ld the g ro w in g n u m b e r o f
detainees. Since there are not enough
im m igration detention centers to
accom m odate detainee, the INS has
relied on country and city jails to
handle the overflow. Currently, almost
60 percent o f the INS detainees are
held in local jails.
The D epartm ent o f Justice states that
reliance on local jails is “m ore cost
effective than the construction and
operation o f federal facilities.’Tn feet,
the INS is directed by statutory law to
explore the use o f existing facilities
before building additional bed space.
A s o f F ebruary 1998, the INS held
valid contracts w ith 1,041 local jails.
M ultnom ah C o u n ty ’s ex perience
m irrors the national data. In F Y 1989-
90, M ultnom ah C ounty received
$63,000 from the federal government
for renting county beds to the INS. In
1 9 9 8 -9 9 th e c o u n ty re c e iv e d
$2,745,000 for INS holds. In addition
to the bed rental revenue, the county
has received hundreds o f thousands
o f dollars from the State Criminal Alien
A ssistance Program grants because
its cooperation w ith the INS.
C ru z b e lie v e s th a t th e c o u n ty ’s
dependence on renting bed to the
INS m ay not be a sound fiscal policy.
“W e are currently facing a significant
s h o r tf a ll o f re v e n u e th a t w a s
budgeted as INS bed rental revenue.”
Thisunantiepated shortfall will impact
the operation o f program s such as
alcohol and drug treatm ent in the
jails.
The m ost obvious im pact o f renting
beds to the INS is that it takes those
beds aw ay from inm ates accused o f
local crim es. S ev eral tim es this
summ er, the county had to take action
to prevent matrix ing inmates from the
jail.
W hen the ja il is full, m atrix in g
determ ines w hich inm ates can be
released early because they pose the
lo w est se c u rity risk ) U n d er the
agreem ent w ith IN S, the county could
not m atrix inm ates w ith an INS hold.
L inda R am irez, an attorney w ho
frequently represents clients held in
the county jail under an INS hold,
gave the board an overview o f the ,
difficulties such cases involve. She
c ite d e x a m p le s o f th e la c k o f
com munication and information from
the INS about the status o f a case and
c lie n ts w ho are n o t allo w ed to
participate in treatm ent program s or
in pre-trial release. The task force will
report their finding back to the B oard
o f County Com m issioners by the end
o f January 2000.

that there is a lack o f a clear strategy by the C ensus Bureau to m eet the needs
o f linguistically isolated com m unities, including H ispanics, in the 2000
C ensus.
“T he m em bers o f the M onitoring B oard believe that the num ber one goal o f
the 2000 C ensus is to reduce the differential undercount o f m inority
populations. A nd w e believe that an accurate census is the num ber one civil
rights o fth e year 2000,”he said “The differential undercount oflow -incom e,
urban and rural m inority com m unities m ustbe reduced because political
representation and vital governm ent funding are determ ined by the census.
N early five m illion people w ere m issed in the 1990 Census. They were
disproportionately H ispanic,A frican A m erican, A sian A m erican and Native
A m erican. M ore than h a lf w ere children. T hey lived in such hard-to-count
areas as barrios, inner-city neighborhoods throughout the country for
census 2000.
“ The C ensus B ureau has a good plan for counting 95 percent o f the
population,” N eum an told the H ispanic new spaper executives. "B ut w e [the
C ongressional M em bers o f th e Board] are concerned that the Bureaustill
does not have an effective strategy to count the last five percent o f the
population that is in hard-to-count neighborhoods.”
“ T he A dm inistration says their plan is already set in stone and it is too late
to change anything,” said N eum an w ho was D irector o f Congressional
A ffairs at the C ensus B ureau duringthe 1990 Census and the agency’s
highest-ranking H ispanic official. “W ell, w e disagree with the D irector o f
C ensus Bureau. W e think there is still tim e to m ake im provem ents.”
Several o fth e recom m endations m ade by the C ongressional M em bers ofthe
B oard include sending a duplicate Spanish-language m ailing to the
neighborhoods that the Bureau know s are alm ost exclusively Spanish
sp e ak in g , rem o v in g b arriers to h irin g p eo p le from h ard -to -co u n t
neighborhood to help count their neighbors, granting w aivers that would
allow those receiving Food Stam ps and residing in public housing to be hired •
as tem porary C ensus w orkerw ithout lasing their benefits, and dedicating a
portion o f th e $4.7 billion C ensus 2000 budget to ensure a m ore fair and
accurate count o r those 2,600 hard-to count neighborhoods.
“ The Bureau says it is toolate to do these things-even in the sm all num ber
o f neighborhoods w here this m atters m ost,” said Neum an. “W e disagree
and w e are going to fight for w hat w e think is right, because we think ensuring
fair political representation, the m ost fundam ental right if every A m erican,
is w orth fighting for.”
